المستخلص: يهدف هذا البحث إلى بيان كيفية مساهمة الأخلاق في تحقيق تنمية إنسانية حقيقية؛ حيث إن هناك قدراً من عدم المواءمة في التطابق بين الأخلاق بوصفها إطاراً فكرياً والتنمية الإنسانية كمطلب ومكافحة الفقر بوصفها هدفاً وغاية لتحقيق إنسانية الإنسان، وهذا يعزى إلى نمطية الفهم الفكري والتطبيقي، فضلاً عن غياب التنفيذ المتساوق؛ الأمر الذي يتطلب إحداث مواءمة ناجحة بين المتغيرات. تناول البحث وصفاً لمفردات الأخلاق والتنمية والإنسانية والفقر، ومدى أهمية وجود أخلاق في عملية تنفيذ التنمية الإنسانية للقضاء على الفقر، وتمت الإشارة إلى التجربتين: اليابانية والمصرية في ميزان أخلاقيات التنمية الإنسانية. وحددت الفروض بما يتوافق مع أهداف البحث. خلص البحث إلى أن الأخلاق إطار إنساني لتحقيق تنمية إنسانية تقضي على الفقر ومسبباته. وأن الإنسان هو المجسد للأخلاق وهو المرجعية لتطبيق التنمية، وأن التصدي للفقر يعد قيمة أخلاقية وعلامة فارقة في إحداث التنمية الإنسانية المفترضة، وأن وجود الفقر وتوابعه من حرمان وجوع هو نتيجة فعل أو عدم فعل أخلاقي في المجتمع، يحد من كرامة الإنسان ومن حريته، على اعتبار أن الأخلاق ذات طابع معياري تترجم بالأفعال. واستنتج البحث أن التنمية بأخلاقياتها من الأهمية بمكان أن تترافقا ضمن صيغة عملية لمحاربة الفقر وأسبابه ونتائجه. وأن توظف الأخلاق لخدمة البعد التنموي، وأن تتموضع حالة من النجاعة في التنمية؛ إن تقبع أخلاق التنمية الإنسانية على الضفة المقابلة للواقع المجافي للإنسانية والفقر، للوصول إلى حالة من الرقي بالإنسان وقيمته.

This research aims to demonstrate how ethics can contribute towads achieving real human development in view of a substantial incompatibility between morality as an intellectual frame¬work, human development as a requirement, and the struggle against poverty as a goal and objective for the realization of people’s humanity. This may be attributed to the stereotypical intellectual and pracitcal perception in addition to the lack of coherent implementation, which requires the creation of a successful harmoni¬zation between the variables. The research outlined the basics of ethics, development, humanity, and poverty as well as the importance of morality in the process of human development implementation to eradicate poverty with reference to the Japanese and Egyptian experiences on the scale of human development ethics. The hypotheses have been identified in line with the objectives of the research. The research concluded that morality is a human framework to achieve a human development capable of eliminating poverty and its causes. In addition, the research found that man is the real manifestation of morality and the essence of development application, and thatr combating poverty is considered a moral value and a milestone in the creation of putative human development. The existence of poverty, together with its concomitant attributes of deprivation and hunger, is the result of an act or lack of moral action in the society that limits human dignity and freedom, on the grouns that morality has a normative nature that is manifested in deeds. The research concluded that development and its ethics should be integrated into a practical formula to combat poverty and its causes and consequences. Since the ethics of human development lies on the opposite side of inhumane and poor reality, it is essential to employ morality in the service of the developmental dimension and to establish a state of development efficiency in order to achieve a state of human advancement and value.
