المستخلص: هناك جدل في العلاقات الدولية حول عملية التكامل بين الدول ونشوء وحدة سياسية فوق قومية، إذ يرى البعض بأن النظام السياسي للدولة القومية لا يلائم الوحدات السياسية ما فوق القومية، لأن هناك معايير ومقاييس خاصة في الدولة القومية لا تنطبق على الوحدات السياسية فوق القومية، بينما يرى فريق آخر أن عملية التكامل قد تصل بالوحدة ما فوق القومية إلى أقرب ما تكون من نظام سياسي يشبه النظام السياسي للدولة القومية.
في هذا الإطار يحاول البحث الإجابة عن السؤال التالي: هل تستطيع الدول القومية إنشاء وحدة سياسية فوق قومية بمؤسسات ترقى لمستوى مؤسسات الدولة القومية وتقاربها من حيث الأداء والفعالية.
وينطلق هذا البحث من الفرضية التالية، أن تجربة الاتحاد الأوروبي بما أنتجت من مؤسسات تشكل نظاماً سياسياً يقارب إلى حد ما مؤسسات الدولة القومية، ويساهم في دفع الجدل الأكاديمي بشكل جدي إلى مستويات متقدمة تساهم في فهم مسألة التكامل بشكل أفضل.


There is controversy in international relations over the process of integration between states and the emergence of supranational political unity. Some believe that the political system of the nation-state is not suitable for supranational political units, because there are special standards and features in the nation-state that do not apply to supranational political units. While some believe that the integration process may bring supranational unity to the closest possible political system resembling the political system of the nation-state.
In this context, the research attempts to answer the question: Can nation-states establish a supranational political unit with institutions that would rise to the level of the institutions of the nation-state and be closer to it in terms of performance and effectiveness.
This research proceeds from the following hypothesis: That the experience of the European Union with the institutions it has produced constitutes a political system that is somewhat close to the institutions of the nation-State. It also contributes to the serious advancement of academic debate to advanced levels that contribute to a better understanding of integration.
