المستخلص: تهدف للتعرف إلى مدى تأثير المناخ التنظيمي والدورات التدريبية في تعزيز مفهوم المواطنة لدى ضباط جهاز الشرطة الفلسطينية في الضفة الغربية، ومن ثم التوصل إلى مجموعة من التوصيات تسهم في تعزيز مفهوم الموطنة لدى ضباط، وتزويد جهاز الشرطة الفلسطينية بتغذية راجعة حول الموضوع المبحوث، وحاولت الدراسة الإجابة عن السؤال الرئيس الآتي: ما مدى تأثير المناخ التنظيمي والدورات التدريبية في تنمية المواطنة لدى ضباط جهاز الشرطة الفلسطينية في الضفة الغربية؟ تحقيقا لأهدافها حاولت الدراسة الإجابة عن الأسئلة الآتية: 1. ما مدى تأثير المناخ التنظيمي في تعزيز مفهوم المواطنة لدى ضباط جهاز الشرطة الفلسطينية في الضفة الغربية؟ 2. ما مدى تأثير الدورات التدريبية في تعزيز مفهوم المواطنة لدى ضباط جهاز الشرطة الفلسطينية في الضفة الغربية؟ استخدم الباحث المنهج الوصفي التحليلي، واستعان بالاستبانة كأداة رئيسة لجمع البيانات التي حُكمت من قبل خبراء متخصصين في مجال موضوع الدراسة، كما تمّ التأكد من صدقها وثباتها إحصائيا، واستخدم البرنامج الإحصائي للرزم الاجتماعية (SPSS) لتحليل البيانات، وتكوّن مجتمع الدراسة من ضباط جهاز الشرطة الفلسطينية البالغ عددهم (4500) ضابط، وأجريت الدراسة على عينة طبقية عشوائية بلغت (450) مفردة صلح منها (437) للتحليل، وتم استبعاد (13) منها، (3) منها غير مستردة و(10) لم تصلح للتحليل بسبب عدم اكتمال الإجابة، وخلصت الدراسة إلى مجموعة من التوصيات المهمة الآتية: •يجب إجراء المزيد من البحوث والدراسات حول تعزيز مفهوم المواطنة ودور المؤسسات كافة في تنميتها بغبة الخروج بمزيد من التوصيات التي من شأنها أن تعزز دور المؤسسات في تنميتها. • إعطاء الفرص للضباط الجدد للمشاركة في الدورات التدريبية ذات العلاقة في تعزيز مفهوم المواطنة. •عقد مجموعات نقاش بحثية أو مجموعات بؤرية لحملة الماجستير فأعلى لمناقشة نقاط القوة وتعزيزها وإيجاد حلول عملية لنقاط الضعف في المناخ التنظيمي لدى جهاز الشرطة الفلسطينية، والخروج بتوصيات تنعكس بالضرورة على دور المناخ التنظيمي لدى الجهاز في تعزيز مفهوم المواطنة لدى ضباطه من حملة الماجستير فأعلى.

The Extent of the Influence of Organizational Climate and Training Sessions in Reinforcing the Concept of Citizenship Among the Officers of the Palestinian Police Apparatus In the West Bank This study aims to recognize the extent of the influence of the organizational climate in reinforcing the concept of citizenship among the officers of the Palestinian police apparatus in the West Bank. It also aims to reach a number of recommendations which contribute in reinforcing the concept of citizenship among the officers and provide the Palestinian police with a feedback concerning the researched topic. The study attempted to answer the following main question: What is the extent of the influence of the organizational climate and the training sessions in developing the citizenship among the officers of the Palestinian police apparatus in the West bank? The researcher employed the descriptive analytical methodology. He used the questionnaire as a main tool for gathering the data. The questionnaire was refereed by experts specializing in the domain of the topic of the study. The validity and reliability of the questionnaire was ascertained statistically. The researcher used the Statistical Packages for Social Sciences ( SPSS) to analyze the data. The population of the study consisted of the officers of the Palestinian police apparatus whose number is (4500) officers. The study was conducted on a random stratified sample of (450) items, (437) of which were valid for analysis, (13) items were excluded, (3) of which were unrecoverable, and (10) were not valid for analysis due to incomplete answers. The study came out with a number of important recommendations as the following: ●● More researches and studies should be conducted on reinforcing the concept of citizenship and the role of all of the institutions in developing it in order to come out with more recommendations which will reinforce the role of the institutions in developing it. ●● Giving opportunities to new officers to participate in the training sessions which are related to reinforcing the concept of citizenship. ●● Holding research discussion groups or focal groups for holders of post graduats certificates in order to discuss and reinforce the strengths to find practical solution for the weaknesses in the organizational climate in the Palestinian police apparatus. Then, to come out with recommendations which necessarily reflect on the organizational climate in the apparatus in reinforcing the concept of citizenship among its officers who hold the MA or PHD degrees.
