|b The commune is the basic territorial collectivity of the Algerian State, both a collectivity having legal personality, endowed with its own organs, deliberative and executive, and the smallest administrative subdivision of the territorial organization of Algeria. This dual competence of the municipality is exercised by the president of the Communal People's Assembly (PCA of Constantine-model-), who is jointly the representative of the commune and the representative of the state at the communal level, and the base of these considerations, a law was passed No. 10- 11 of 22 June 2011 to maintain the pace of political and economic reforms.

|a البلدية هي القاعدة الإقليمية للامركزية وتشكل الإطار المؤسساتي لممارسة الديمقراطية على المستوى المحلي والتسيير الجواري وتعتبر أصغر فرع إداري للتنظيم الإقليمي في الجزائر خاصة إذا تعلق الأمر بالخدمة العمومية وتنفيذ السياسات العامة للدولة، ومن هذا المنطلق تحاول هذه الدارسة تحليل وظائف وأدوار المجالس البلدية (بلدية قسنطينة نموذجا) في مجال تقديم الخدمات العامة انطلاقا من نصوص قانون البلدية رقم 10-11 المؤرخ 22 يونيو 2011 الذي تم صياغته للحفاظ على وتيرة الإصلاحات السياسية والاقتصادية.
