المستخلص: It is known that the letter played a large role in the past, and still remains, because of its importance in the conduct of the affairs of individuals and communities. However, it differs in performing these tasks, especially those concerned with governance affairs, which are called (administrative). The curiosity of the recipient to get closer to this kind of message is when you approach those who ruled the country and managed it with wise policy. That is what we will know with one of the leaders of Algeria through this article, with this , we will get acquainted with “Prince Abdul Qadir” and his correspondence in war and in peace.

La lettre a de tout temps eu grande importance. Elle a joué et joue toujours un rôle primordial dans la facilitation des affaires d'ordre personnel ou général.
Seulement, elle diffère dès lors qu'il s'agit de la gestion de l'administration du pouvoir en place et est désignée par le vocable 'lettre administrative».
Celle-ci éveille l'intérêt du chercheur afin qu'il comprenne la nature de ces missives qui émanent de personnalités politiques de l'histoire de l'Algérie qui ont eu à gouverner par le passé le pays et plus particulièrement quand il s'agit d'un gouverneur de la stature de "l'Emir Abdelkader".
Il s'agit donc d'étudier ce genre de lettres rédigées soit en période de paix ou de guerre.

من المعروف أن الرسالة أدت في الماضي دورًا كبيرًا وما زالت، لما لها من أهمية في تصريف شؤون الأفراد والمجتمعات إلا أنها تختلف في تأدية هذه المهام خاصة تلك التي تهتم بشؤون الحكم والتي تسمى (الإدارية)، وما يزيد من تعزيز فضول المتلقي على التقرب من هذا النوع من الرسائل هو عندما تقترب من الذين حكموا البلاد وأداروها بسياسة حكيمة ذلك ما سوف نعرفه مع أحد زعماء الجزائر من خلال هذه المقالة، وبالتالي نتعرف على "الأمير عبدالقادر" وعلى مراسلاته في الحرب وفي السلم.
