المستخلص: يهدف البحث إلى التعرف على ظاهرة أطفال الشوارع في العراق وسبل إعانتهم، إذ في كل يوم يزداد عدد الأطفال المشردين في شوارع بغداد في حالة اقل ما يكون وصفها بالمأساوية وفي ظل إهمال حكومي على هذه الحالة التي انتشرت بشكل واسع. والعراق بلد غني وينعم بخيرات كثيرة ويتربع على كنز كبير لكن أطفاله يعيشون على الأرصفة ووسط المزابل ويرتدون ملابس ممزقة وطعامهم من حاويات النفايات. الحكومة على بعد أمتار من هذه الحالة التي شوهت شوارع بغداد لكن خطواتها بطيئة جدا أو معدومة إذا صح التعبير فهي في واد ومن يدور في شوارع العاصمة في واد أخر، وهذه الظاهرة انتشرت بشكل كبير في الشوارع فمنظر الطفل الواقف في الإشارة المرورية والمرتدي ملابس ممزقة عليها أثار أوساخ ووجهه مسود وتنبعث منه رائحة، شيء مأساوي على الرغم من انه لا يوجد إي قانون في العمل العراقي يمنع استغلال الأطفال وتشغيلهم بأي شكل من الأشكال، رغم تحايلا على القانون من قبل بعض أصحاب الورش والمحال، لذا يطلق مصطلح أطفال الشوارع على الأطفال الذين يجوبون في الشوارع معظم أوقاتهم ومن هم دون سن البلوغ أو أقل من ثمانية عشرة عاما، وقد يكون بعض هؤلاء الأطفال دون مأوى أو قد تكون روابطهم الأسرية مفككة، مما يدفع بعض الأشخاص إلى استغلالهم، وإرسالهم للشوارع بهدف تشغيلهم والمتاجرة بهم، وتعتبر ظاهرة أطفال الشوارع من أكثر انتهاكات حقوق الطفل، وواحدة من أكبر المشكلات الاجتماعية التي تواجه أي مجتمع يسعى للتطور والنمو، وهذا ما يتناوله بحثنا الحالي والذي ينقسم إلى مبحثين، ففي المبحث الأول/ أطفال الشوارع وأسباب انتشارهم، أما المبحث الثاني / السبل التي تتبع لإعانتهم.

The research aims to identify the phenomenon of street children in Iraq and ways to help them. Every day, the number of displaced children on the streets of Baghdad increases in a situation that is least described as tragic and in light of government negligence for this situation, which has spread widely. Iraq is a rich country with many good and a great treasure, but its children live on the sidewalks and in the middle of a junkyard, dressed in torn clothes and their food from garbage containers. The government is meters away from this situation, which distorted the streets of Baghdad. Still, its steps are very slow or non-existent, so to speak, it is in a valley, and whoever goes on the streets of the capital is in another valley. This phenomenon has spread greatly on the streets. The view of the child standing at the traffic signal and wearing torn clothes on it dirt and his face is blackish and smells of it, is tragic, even though there is no law in Iraqi work that prohibits the exploitation and employment of children in any way, despite the circumvention of the law by some workshop owners and shops. Therefore, the term street children are applied to children who roam the streets most of their time and who are under the age of puberty or less than eighteen years, and some of these children may be homeless, or their family ties may be broken, leading some people to exploit them and send them to the streets to employ them and trade them. The phenomenon of street children is one of the most violations of children's rights, and one of the biggest social problems facing any society that seeks to develop and grow. This is what our current research, which is divided into two researchers, in the research/street children and the reasons for their spread, and the second research/ways to follow to help them.
