المستخلص: يتطرق هذا الموضوع لأهم قضية تواجه العالم العربي، بل وتواجه ما يسمى بالعالم الثالث بشكل عام، وهي قضية تحقيق الأمن، والذي هو حاجة إنسانية لاستقرار المجتمعات وتقدمها، وتأتي هذه الدراسة في سياق البحث عن التحديات الأمنية والأسباب الحقيقية وراء التعثر الواضح لمسار التنمية في بلدان الربيع العربي، وكيفية مواجهتها؟ ومدى إمكانية تحقيق مبدأ العدالة والحرية بين جميع أفراد الشعب؟ ذلك أن تحقيق مفهوم الحرية والعدالة بين السكان يحقق الرضا عن النخب الحاكمة، وبالتالي يقلل من إمكانية حدوث الاضطرابات الداخلية.
ولتوضيح ذلك سيتم تقسيم هذا البحث إلى ثلاثة مباحث، تناولت في المبحث الأول منه مفهوم التنمية والأمن الإنساني وتطوره في العصر الحديث وأهم المخاطر الأمنية المهددة للأمن العربي، أما المبحث الثاني، سيكون الحديث فيه عن علاقة التنمية بمبدأ الحرية وعدالة التوزيع، وعن واقع الحرية الفكرية في الوطن العربي وخصصت المبحث الثالث للحديث عن علاقة التنمية بالمستوى العلمي والاقتصادي، وكيفية الوصول إلى مجتمع العلم والمعرفة.
واشتمل البحث في نهايته على خاتمة، أبرزت فيها أهم نتائج وتوصيات الدراسة، أهمها أن هناك علاقة وثيقة بين الأمن الإنساني وحقوق الإنسان، باعتبار أن ثمة حقاً أساسياً لكل البشر، يتمثل في حقهم كمواطنين في الأمن، ومن ثم هذا التزام أصيل للدول والحكومات، أن تحقق الأمن لشعوبها من خلال مفهوم الأمن الإنساني، وأن العدالة في السياسات والمساواة بين المواطنين، وعدم التهميش لأي جماعة أو فئة بين الدول، تعد مبادئ أساسية لتحقيق الأمن الإنساني، وكذلك للحفاظ على كل الحقوق والحريات الإنسانية. من خلال حضور الإرادة الشعبية، بدءاً من صياغة الدساتير، وسن القوانين، وصولاً إلى توزيع الثروات، وصياغة الهياكل المنظمة لشئون الحياة. وإعلاء صوت المؤسسة بقيمها وقوانينها العادلة على صوت الفرد بديكتاتوريته وظلمه.

This topic deals with the most important issue facing the Arab world, and even the so-called Third World in general, which is the issue of achieving security. It is a humanitarian need for the stability and progress of societies. This study comes in the context of researching the security challenges and the real reasons behind the obvious stalling of development in the Arab Spring countries, and how to address them. To what extent can the principle of justice and freedom be realized among all people? Achieving the concept of freedom and justice among the population delivers satisfaction with the ruling elites, thereby reduces the possibility of internal disturbances.
This research will be divided into three chapters to explain the above. The first chapter will deal with the concept of development and human security and its development in the modern era and the most important security threats to Arab security. The second chapter will discuss the relationship of development with the principle of freedom and distribution justice, and about the reality of freedom in the Arab world. The study devoted the third chapter to discuss the relationship of development to the scientific and economic level, and how to achieve the society of science and knowledge.
The study included a conclusion, in which the researcher highlighted the main findings and recommendations of the study. The most important of these findings and recommendations include that there is a close relationship between human security and human rights since there is a fundamental right of all human beings represented by their right to security as citizens. It is, therefore, an inherent obligation of States and Governments to achieve security for their peoples through the concept of human security. Policy justice, equality of citizens and the non-marginalization of any group or class are fundamental principles for the achievement of human security and the preservation of all human rights and freedoms, through the presence of the popular will. It starts with drafting the constitutions, enacting laws, distribution of wealth, as well as the formulation of organized structures of life. It also includes upholding the voice of the institution with its fair values and laws over the voice of the individual with dictatorship and injustice.
