المستخلص: تتناول هذه الدراسة مسألة مهمة من مسائل علمي العلل، والجرح والتعديل هي قرينة الترجيح باعتبار البلدان وأثرها في الحكم على الروايات والرواة. وكان منهجي في هذا البحث جمع أقوال العلماء في هذه القرينة، وبيان تنوع عباراتهم فيها، فاعتمدت لبيانها، جمع نصوص الأئمة المتعلقة بهذه القرينة، محاولا إبراز تنوع عباراتهم فيها، ثم التركيز على إبراز أثرها في الترجيح بين الروايات المتعارضة، وفي الحكم على الرواة. من أجل تحقيق هذا الهدف اتبعت المنهج الاستقرائي؛ باستقراء نصوص الأئمة الدالة على هذه القرينة، ما أمكنني ذلك، كما استعنت بالمنهجين، التحليلي، والنقدي في دراسة هذه النقولات. ما دعاني إلى تقسيم البحث بعد مقدمته إلى تمهيد وثلاثة مطالب، لأنتهي إلى تسجيل نتائجه، ومن بين أهمها: أن القرائن أغلبية وليست قطعية، وأنه ليس دائما تقدم قرينة أهل البلد على غيرها، كذلك أن من عادة نقاد الحديث الرجوع إلى أهل بلد الراوي واعتماد قولهم فيه، وهذا الأمر يجعل لكل راو حكم خاص به، والقرائن هي التي تبين ذلك وتحدده، وأيضا بيان قيمة كتب التواريخ المحلية، وأهميتها، وتقدمها على كتب التواريخ العامة في هذا الجانب، وغيرها من النتائج.

This study deals with an important issue of the science of ‘elal (the abstract errors and the science of Jarh and Ta'deel (criticizing and praising) which is qarain al tajrih (evidence of weighting) and its impact on the narrator as well as the narrated text. The study focused on the scholars' opinions on this issue, and the diversity of the expressions they used. In this effect, I compiled the sayings of the scholars in relation to this evidence, and I tried to explicate the diversity of their expressions, followed by their effect on weighting between contradicting narratives and the judgement on the narrators. The researcher adopted the inductive approach, by extrapolating the scholars’ expressions used to indicate this evidence, and then used the analytical and critical methods to study and analyze these opinions. The paper was divided after the introduction, into: a preface and three sections followed by the conclusion. The researcher arrived at a number of findings through, the most important of which is that al-qarain is more of a majority rule [in its applicability] than being a general and sweeping rule., and it is not in all instances the evidence of the people of particular city is given preference over other people’s. Likewise, it is the habit of the critics of the hadith to refer to the people of the narrator's country and to adopt their opinions on him. This matter made a special judgement for each narrator that is usually determined and clarified by the evidences (al qarain). Also, indicating the value of the books of local history, their importance, their advancement to the books of the general history on this side, and other results.
