المستخلص: إن التغيير السريع الذي حصل في مجالات الحياة كافة العلمية، والثقافية، والمعرفية، والتكنولوجية أدى إلى الاهتمام ببذل الجهود من أجل التقويم والتطوير المستمر وتقديم الخدمات للمؤسسات التعليمية ومنها التعليم الجامعي، فضلا عن ذلك زيادة الإقبال الاجتماعي على التعليم الجامعي، وهذا بدوره أدى إلى أتساع وانتشار الحاجة الملحة إلى تحمل المسؤوليات وإدارة الأعمال بشكل جيد والحاجة الفعالة هي التي تسير وتعزز التعليم ويدرك المعنيون إن ذلك التعلم إنما يقاس بنوعية مخرجات المؤسسة الجامعية الذي يتحقق بأشكال مختلفة. وقد أصبحت قضية جودة التعليم موضع اهتمام المعنيين بالتعليم على الصعيدين الإقليمي والعالمي، إذ يرى الكثيرون أن السبيل لمواجهة تحديات القرن الحادي والعشرين يتمثل في رفع جودة نوعية التعليم وتحسين مخرجاته. وإن أساليب التعليم القديمة ومحتوياتها وطرائق تقويمها لم تعد ملائمة لعصر العولمة.
