المستخلص: عند إطلالة مطلع كل موسم حج يشغلنا في المملكة العربية السعودية خوف ورجاء، فمع بهجتنا بمقدم الحجيج وسرورنا بخدمتهم، يكون خوفنا عليهم من الزحام وما يستتبعه من مشاكل، وما ذاك إلا لأن مساحات المشاعر لم تعد قادرة على استيعاب تلك الأعداد المتزايدة. وتكرس المملكة العربية السعودية حكومة وشعبا جهودها من آجل تحقيق الرجاء وهو إنجاح موسم الحج، ونجاحه ونجاحنا يعني أن يؤدي الحجاج شعائرهم بسلام، ودون خسائر في الأرواح.
من هنا تستهدف الدراسة إعادة النظر في حدود مشعر منى بما يعيد له مساحات من الأرض هي منه لكنها خارج نطاق النفع، منتهجة في ذلك الاستقراء والوصف والتأريخ لإثبات الحجة وصولا إلى الهدف.
وبادئ ذي بدء يرى الباحثان أن إعادة النظر في الموروث من أقوال العلماء أمر مشرع، وأن في تراثنا الإسلامي من الوقائع ما يشجع على تمثل ما ورد دونما شطط أو ميل عن جادة الطريق. اشتمل مبحث الدراسة الأول على مقدمة وبيان للأهداف التي ترمي إليها، ، ثم بيان لمعنى الاسم الذي سمي به المشعر وسر تسميته به. وتناول المبحث الثاني موقع منى ووصفها، وأهم معالمها، ووجود الاسم في النصوص المقدسة والأدبية. وتناول المبحث الثالث حدود منى الحالية، وما ورد فيها من أقوال أئمة الفقه، والحدود المستهدفة تطبيقا لما نصوا عليه. وتناول المبحث الراح وادي محسر وموقعه بين الواقع وما حددته الخرائط الحديثة، ثم تعقيبا على رؤية بعض العلماء المعاصرين.
وأوجزت الدراسة في مبحثها الخامس أعمال الحج في منى وأوقاتها وأحكامها كما ورد ذلك في المذاهب الفقهية الكبرى. وأما المبحث السادس فمقترحات يطرحها الباحثان تجسد ضرورة أن يضم إلى مشعر منى كل متر من أرضه استبعدته علامات حدوده الحالية، واقتراح ضرب حريم على ما يحيط به من أراض سهلية كانت أو جبلية للحيلولة بين أرض منى وبين كل يد يمكن أن تمتد إلى أرض المشعر متعدية عليه.

At the beginning of every pilgrimage season, we are busy in the Kingdom of Saudi Arabia with fear and hope. With our joy about the arrival of pilgrimage and our pleasure in serving them, our fear is for them from the crowds and the problems that follow. This is only because the spaces of the Monuments are no longer able to absorb those growing numbers. The Government and people of the Kingdom of Saudi Arabia are dedicated to achieving the hope, which is the success of the Hajj season, and its success and our success means that pilgrims perform their rituals peacefully, without loss of life.
Hence, the study aims to re-examine the areas of Mina in order to restore areas of land that are out of it but are out of the scope of benefit. This is followed by extrapolation, description, and history to prove the argument and reach the goal.
First of all, the researchers believe that it is permissible to revisit the heritage of the scholarly statements and that our Islamic heritage of facts encourages the representation of what has been reported without a turn or inclination in the seriousness of the road. The first topic of the study included an introduction and a statement of objectives. Then a statement of the meaning of the name by which the place was named and the secret of its naming. The second research dealt with the location and description of Mina, its main features, and the presence of the name in the holy texts and literature. The third topic dealt with the current boundaries of Mina, what the imams of fiqh have said about it, and the targeted boundaries in accordance with what they stated. The fourth topic discussed the Wadi e Mahsar and its location between reality and what modern maps have defined, then commenting on the opinion of some modern scholars.
In its fifth topic, the study summarized the performance of Hajj in Mina, its times and rulings, as stated in the great doctrines of jurisprudence. As for the sixth topic, the researchers put forward some proposals which represent the need to include in the Mash'ar of Mina every meter of its land that was excluded by the signs of its current borders. The proposal to multiply the Harem on the surrounding plain or mountainous lands to limit the land of Mina and between each hand that can extend to the transitive land of the Mash'ar.
