Our study aims to identify and analyze critical success factors (CSF) of a public-private partnership (PPP) in public water services sector. Therefore, we are focused on the case of management contract of the Société des Eaux et de l’Assainissement d’Alger (SEAAL), a contract that was implemented in 2006 and renewed in 2011 for 5 years, after achieving good performance. This contract, established in the context of sectorial crisis, constitutes a prime example of PPP in Algeria. Thus, in our work, we tried to identify the determinants of its success. Through a questionnaire survey we captured the perception of the public and the private actors on the success of this PPP. The result shows that the fiscal capability of the Algerian state; the political support of authorities; the stability of the socio-economic environment; the clarity of the contract objectives; and the partnership capacity of the contracting partners are the top five CSF of this PPP.
