المستخلص: The current paper discusses the question: would the literacies of the international policy be expounded by the strategic depth of the international policy in the light of the three dimensions (intention, selection, necessity)? The importance of the research emerged from the status of the three dimensions and necessity of explaining the strategies of the international system. The paper sheds the light on dilemmas in relation to the three dimensions in the international strategy and what the dilemmas have come up to? For this reason, investigative, the analytic method, which focuses on analyzing strategic phenomenon and realities brought into the paper and focuses on the most important theories in the international strategy and how it can be understood to the international system, was adopted in this paper. The paper discusses the practical applications of the concepts of the three dimensions in the international strategy through specifying the bases and criterion of adopting the strategic movement, intention of constructing strategy, and necessity of conducting them, in reach to the potentiality of finding a strategy predicting the future. The study has come up to the result that the constant international change creates new theories, using indicators of the strategic performance to come up with international balance and stability. This is to adopt (Thinkers of international politics) the idea that there is proximity in the international strategies and the strategic intention governs the interactional selection in addition to permissibility of bad needs to take a place in the international strategy.

سيجيب البحث عن التساؤل الأساسي الآتي: هل يمكن للعمق الاستراتيجي للسياسة الدولية في ضوء الأبعاد الثلاثة (الغاية -الاختيار-الضرورة) أن يفسر أدبيات السياسة الدولية؟ فأهمية البحث تنبع من مكانة الأبعاد الثلاثة الغاية والاختيار والضرورة في تفسير حراك الاستراتيجيات في النظام الدولي ويسلط هذه البحث الأضواء على الإشكالية الدائرة فيما يتعلق بالعلاقة بين الغاية، والاختيار، والضرورة في الاستراتيجية الدولية، وإلى أين وصلت هذه الإشكالية؟ وتحقيقاً استخدمت المنهج التحليلي الذي يركز على تحليل الظواهر/ الوقائع الاستراتيجية التي يثيرها موضوع البحث، والتطرق إلى أهم النظريات في الاستراتيجية الدولية وكيفية فهمها لحراك النظام الدولي. ويتناول البحث التطبيقات العملية لمفهوم الغاية-الاختيار-الضرورة في السياسة الدولية من خلال تحديد أسس ومعايير اختيار الحراك الاستراتيجي، وغاية بناء الاستراتيجية، وضرورات أداءها، وصولاً إلى إمكانية إيجاد قراءة استراتيجية قادرة على التنبؤ بالمستقبل. وخلصت الدراسة إلى أن التغيير الدولي المستمر يدفع باستمرار إلى ابتكار نظريات جديدة استخدمت فيها مؤشرات الأداء الاستراتيجي؛ لإيجاد حالة من التوازن والاستقرار الدولي، لتحكمهم (مفكري السياسة الدولية) فكرة هي أن هناك تقارب في حراك الاستراتيجيات الدولية، انطلاقاً من أن الغاية الاستراتيجية تتحكم بالاختيار التفاعلي، وأباحت الضرورات المحرمة لشغل حيز في الاستراتيجية العالمية.
