يعد استخدام نظام التحليل الاستراتيجي (SWOT) الأداة العمومية من بين أدوات التحليل المستخدمة كونها تدعم المؤسسة في إيجاد حلول مناسبة لعناصر البيئة الداخلية والبيئة الخارجية بما يضمن الموازنة في ما بينهما، وانطلاقا من ذلك باتت ممارسة الاتحادات الرياضية لأسلوب التحليل الاستراتيجي بشكل جدي وضرورة ملحة من أجل القيام بعملها بصورة أفضل وذلك من خلال تركيز طاقاتها والتأكيد على أن جميع العاملين فيها يسيرون في اتجاه نفس الأهداف، إضافة إلى تقويم وتعديل اتجاه الاتحادات الرياضية استجابة للمتغيرات البيئية حتى تستطيع زيادة قدراتها التنافسية وتطوير أدائها للوصول إلى أفضل أداء. حيث هدف البحث إلى بناء مقياس التحليل الاستراتيجي (SWOT) للأداء الإداري للاتحاد العراقي المركزي للمبارزة، والتعرف على العوامل الإيجابية من (نقاط القوة والفرص) واستثمارها في الأداء الإداري للاتحاد العراقي المركزي للمبارزة، وتشخيص العوامل السلبية من (نقاط الضعف والتهديدات) من خلال إيجاد حلول لمشاكل الأداء الإداري للاتحاد العراقي المركزي للمبارزة واستخدم الباحثان المنهج الوصفي بالأسلوب المسحي والعلاقات الارتباطية لملائمته طبيعة مشكلة البحث، وتم تحديد مجتمع البحث من جميع أعضاء الاتحادات الفرعية للمبارزة المتمثلة بـــــ (رئيس وأعضاء الاتحاد وحكامهم ومدربيهم التابعين للاتحادات الفرعية) في المحافظات العراقية والبالغ عددهم (58 فرداً) واستخدم الباحثان خطوات بناء المقياس والوسائل الإحصائية المناسبة للبحث ومن خلال ذلك استنتج الباحثان أن بناء مقياس التحليل الاستراتيجي (SWOT) للبيئة الداخلية والخارجية ذات أهمية بالغة في تحليل الأداء الإداري للاتحاد العراقي المركزي للمبارزة.

The objective of the research is to build a SWOT for the administrative performance of the Iraqi Central Federation for the fencing, and to identify the positive factors (strengths and opportunities) and invest them in the administrative performance of the Iraqi Central Federation for fencing, and identify the negative factors (weaknesses and threats) Solutions to problems of administrative performance of the Iraqi Central Federation of fencing. The two researchers used the descriptive approach in the survey method and correlative relations to suit the nature of the research problem. The research community was identified by all the members of the sub-associations of the fencing represented by (President and members of the Union and their governors and coaches of the Sub-Federations) In the Iraqi provinces (58 people) The researchers used steps to build the scale and the appropriate statistical means for research. It is through the study the researchers concluded that building the SWOT for the internal and external environment is of great importance in analyzing the administrative performance of the Iraqi Central Federation for the fencing.
