يهدف البحث للتعرف على مدى استخدام وزارة الصحة الفلسطينية لمعايير النموذج الأوروبي للتميز "الممكنات"، ولتحقيق أهداف البحث استخدم الباحث المنهج الوصفي التحليلي، ومنهج تحليل المضمون، وتكون مجتمع البحث من: وظائف الإدارة العليا في وزارة الصحة الفلسطينية. واستخدم الباحث طريقة العينة الطبقية العشوائية، كما استخدم مجموعة من الأساليب الإحصائية لتحليل بيانات الدراسة باستخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية "SPSS". ولقد أظهرت نتائج البحث بأن مستوى تطبيق وزارة الصحة الفلسطينية لمعايير النموذج الأوروبي للتميز حسب منهجية رادار بلغت 44.2%، حيث بلغت نسب التقييم لمعايير النموذج كما يلي: معيار القيادة 68.3%، معيار الموارد البشرية 24.4%، معيار السياسة والاستراتيجية 66.7%، معيار الشراكة والموارد 31.1%، معيار العمليات 32.9%، كما بينت نتائج البحث وجود فروق ذات دلالة إحصائية بين متوسطات استجابات المبحوثين فيما يتعلق بآرائهم حول توافر معايير النموذج الأوروبي للتميز "الممكنات" تعزي إلى المستوى الوظيفي لصالح الفئة العليا، ووجود فروق تعزي إلى سنوات الخبرة لصالح ذوي الخبرة الأقل من 10 سنوات، وعدم وجود فروق تعزي إلى المؤهل العلمي. وأوصى الباحث بعدد من التوصيات، أبرزها: ضرورة سعي الإدارة العليا في وزارة الصحة لتحقيق التميز من خلال تبني ثقافة النموذج الأوروبي ومفاهيمه ومعاييره، وكذلك العمل على إعادة البناء التنظيمي للوزارة من خلال تطوير الهيكل التنظيمي، وبناء استراتيجية الوزارة في ضوء احتياجات جميع المعنيين بعمل الوزارة وتوقعاتهم، والعمل على إيجاد سياسات واستراتيجيات وأنظمة عمل متكاملة لإدارة الموارد البشرية، وتطوير استراتيجية لإدارة المعلومات والمعرفة، وتحديد الشركاء الرئيسيين وتعزيز فرص الشراكة الاستراتيجية.
The research aims to identify the extent to which the Palestinian Ministry of Health uses the European excellence model standards (Enablers). To achieve the research objectives, the researcher used the descriptive analytical approach, and the content analysis approach. The research population consists of senior management positions in the Palestinian Ministry of Health. The researcher used stratified random sample approach, also used a range of statistical approaches for the analysis of survey data using the Statistical Package for Social Sciences program "SPSS". The research results suggest that the application of the Palestinian Ministry of Health of the European excellence model standards, according to "Radar" approach was 44.2%, since the evaluation ratios of model standards are as follows: command standard 68.3%, human resources standard 24.4%, policy and strategy standard 66.7%, partnership and resources standard 31.1%, processes standard 32.9%. Also there are statistically significant differences, among the averages of respondents' responses, about their views around the availability of the European excellence model standards (Enablers) related to positions for the sake of higher levels, as well as to years of experience for those who are experienced less than 10 years, and there are no differences related to qualifications The researcher's recommendations, include: The senior management in the Ministry of Health have to seek to achieve excellence through the adoption of the European model culture, its concepts and standards, as well as to re-organize the structure of the ministry through the development of the organizational structure, set up ministry's strategy in the light of the needs of all concerned staff with the function of the ministry and their expectations, create integrated policies, strategies and work systems for human resources management, develop a strategy for information and knowledge management, identify key partners and strengthen the strategic partnership opportunities.
