|f The small volume of investment in Algeria (national or foreign) compared to the available qualifications leads to questioning the effectiveness and adequacy of the permitted legal and legislative incentives in order to push the investment wheel forward, especially in light of the emergence of many obstacles imposed by the practical reality. \nIn this research paper, we try to adjust the concept of the investment climate by identifying its various components, analyzing the legal environment in Algeria by addressing the legal framework for investment promotion in Algeria, the various investment support agencies and agencies in Algeria (national or foreign) and investment guarantees in Algeria and the various financial and tax incentives granted by law to investors, especially in the South. The reality of investment in Algeria is also discussed by highlighting the nature and size of investments, the various qualifications of the investment environment in Algeria, as well as the obstacles imposed by practical reality in Algeria.\nThis abstract translated by Dar AlMandumah Inc 2018.

|a إن ضآلة حجم الاستثمار في الجزائر (وطني خاص أم أجنبي) مقارنة بالمؤهلات المتاحة يؤدي إلى التساؤل حول مدى نجاعة وكفاية التحفيزات القانونية والتشريعية الممنوحة في سبيل الدفع بعجلة الاستثمار إلى الأمام خاصة في ظل بروز العديد من العراقيل التي فرضها الواقع العملي. \nنحاول في هذه الورقة البحثية القيام بضبط مفهوم المناخ الاستثماري مع تحديد مختلف مكوناته ، القيام بتحليل البيئة القانونية في الجزائر من خلال التطرق للإطار القانوني لترقية الاستثمار في الجزائر، مختلف هيئات وأجهزة دعم الاستثمار في الجزائر (وطني خاص أم أجنبي)، ضمانات الاستثمار في الجزائر و مختلف الحوافز المالية والجبائية التي يمنحها القانون للمستثمر خاصة في الجنوب، كما يتم التطرق لواقع الاستثمار في الجزائر من خلال إبراز طبيعة و حجم الاستثمارات، مختلف مؤهلات البيئة الاستثمارية في الجزائر و كذلك العوائق التي يفرضها الواقع العملي في الجزائر.

|d Le manqué des projets d'investissement en Algérie (national ou international) face aux capacités disponibles, pose plusieurs questions sur la réussite et la suffisance des motifs juridiques et législatifs donnés à fin d'encourager l'investissement dans le pays, en mettent en considération l'apparition de plusieurs obstacles imposés par la réalité sur terrain.\nA travers notre article, on va essayer de reformuler la notion de climat d'investissement, ses composants, le cadre juridique pour l'améliorer, les différents organismes soutenants l'investissement en Algérie (national ou international), les garantis de l'investissement en Algérie ,et les différents motivation financières et fiscales que la loi accord à l'investisseur, on abordera aussi la réalité de l'investissement en Algérie, en parlant de sa nature , le volumes de ces investissements, les capacités de l'environnement de l'investissement en Algérie , et les obstacles imposé par la réalité sur terrain de travail en Algérie.
