المستخلص: The continuous changes currently taking place in the fuel sector in the world market have revealed the failure of the economic policy adopted by the government and prompted it to move towards the austerity policy and thus affect citizens' income. Since the end of 2013, oil prices have experienced a major collapse that reached $40 per barrel. Therefore, the problem does not arise in prices as much as it is related to the nature of the Algerian economy, which remains a revenue-generating economy par excellence and therefore depends on the fuel revenues, which has made Algeria live under the concern of any changes in oil prices. This prompted the Algerian Government to change its current strategy by placing a number of sectors in the category of reliable sectors in order to bring about economic development in the country as an alternative to declining fuel revenues. The same is the case with the tourism sector. Under this new trend in government policies, the tourism sector finds itself in the first place in terms of state interest; it is considered a top priority. We will, therefore, address this sector in this research paper by working on its rehabilitation by rethinking the tourism economy and developing a policy of incentives that will support Algeria's economic take-off strategy..

تعتبر التغيرات المتواصلة التي يعرفها حاليا قطاع المحروقات في السوق العالمي، كشفت عن فشل السياسة الاقتصادية المتبعة من طرف الحكومة ودفعها إلى التوجه نحو سياسة التقشف وبالتالي التأثير على دخل المواطنين، حيث عرفت أسعار النفط منذ نهاية 2013 انهيارا كبيرا وصل إلى حدود 40 دولار للبرميل، وبالتالي فإن الإشكال لا يطرح في الأسعار بقدر ما هو متعلق بطبيعة الاقتصاد الجزائري الذي يظل ريعيا بامتياز، وبالتالي رهين بإيرادات المحروقات، الأمر الذي جعل الجزائر تعيش تحت وقع الهاجس من أي تغييرات في أسعار النفط. الأمر الذي دفع بالحكومة الجزائرية إلى تغيير الاستراتيجية الحالية التي تنتهجها إذ وضعت مجموعة من القطاعات في خانة القطاعات المعول عليها لإحداث التنمية الاقتصادية في الوطن كبديل لتراجع مداخيل المحروقات وهذا على غرار قطاع السياحة، إذا يضع هذا التوجه قطاع السياحة في المقام الأول من حيث اهتمام الدولة فهو يعتبر أولوية الأوليات، وهذا ما سنتناوله في هذه الورقة البحثية من خلال العمل على إعادة الاعتبار لهذا القطاع من خلال إعادة النظر في الاقتصاد السياحي عن طريق وضع سياسة تحفيزية تسطر من أجل هذا الأمر وهذا من شأنه أن يقوم بدعم استراتيجية الإقلاع الاقتصادي بالجزائر.

Les changements qui connaissent le secteur des hydrocarbures sur le marché mondial
actuellement, impact sur la politique économique actuelle du gouvernement et poussé à se déplacer vers l'austérité et donc l'impact sur les revenus des citoyens, dans les années dernières les prix du pétrole depuis la fin de 2013, connaissent un effondrement majeur atteint environ de 40 $ le baril, ce qui fait de l'Algérie vivent sous l'impact de l'obsession de tout changement dans les prix du pétrole. Et c’est ça ce qui a poussé le gouvernement algérien de changer leur stratégie actuelle.
