المستخلص: This article aims to highlight the importance of foreign direct investments made in the Algerian pharmaceutical sector and their impact on the Algerian domestic investor and the national economy following the national health policy adopted by the Algerian government to reduce the import bill of medicines. International agreements and strategic alliances played a vital role in the partnership that Algeria followed as an important strategy to develop the local pharmaceutical industry. Under this strategy, the local investor acquired new technology despite the intense competition in this market. We also tried to clarify the importance of the investment climate and the legislative framework for business in the continuation of investment projects in the pharmaceutical sector, in which the access was limited to Algerian State, as a sensitive sector affecting national security.

يهدف هذا المقال إلى إبراز أهمية الاستثمارات الأجنبية المباشرة التي أنجزت في القطاع الصيدلاني الجزائري وأثرها على المستثمر المحلي الجزائري وعلى الاقتصاد الوطني وفقا للسياسة الوطنية للصحة التي تبنتها الحكومة الجزائرية قصد تخفيض فاتورة استيراد الأدوية، حيث كان للاتفاقيات الدولية والتحالفات الاستراتيجية دورا أساسيا في الشراكة التي اتبعتها الجزائر كاستراتيجية هامة لتطوير الصناعة الصيدلانية المحلية باكتساب المستثمر المحلي تكنولوجيا جديدة رغم وجود منافسة قوية في هذا السوق، حاولنا أيضا توضيح أهمية مناخ الاستثمار والإطار التشريعي للأعمال في استمرار المشاريع الاستثمارية في القطاع الصيدلاني الذي كان النشاط فيه حكرا على الدولة الجزائرية باعتباره قطاعا حساسا يمس الأمن القومي.

Le but de cet article est de souligner l'importance de l'investissement direct étranger dans le secteur pharmaceutique algérien et son impact sur l'investisseur domestique algérien et sur l'économie nationale conformément à la politique nationale de santé adoptée par le gouvernement algérien afin de réduire l'importation de médicaments. Les accords internationaux et les alliances stratégiques ont joué un rôle clé dans le partenariat qu’elle adopté par l’Algérie en tant qu’une stratégie importante pour le développement de l'industrie pharmaceutique locale en acquérant des nouvelles technologies malgré l’existence d’une forte concurrence sur le marché, et l’importance du climat d’investissement et le cadre législatif des affaires et son importance dans la poursuite des projets d’investissement effectués dans ce secteur qui été caractérisé par le monopole de l’Etat algérienne en tant que secteur sensible touche la sécurité nationale.
