|a يهدف هذا البحث إلى الوقوف على أهم أسباب قصور الدور التنموي للبلديات من وجهة نظر ضعف الموارد المالية المحلية، وترتبط هذه المشكلة بغياب الاستقلال المالي الفعلي للبلديات خصوصاً والجماعات المحلية عموما، لعدم حريتها في فرض الضرائب والرسوم المحلية من جهة، وعدم قدرتها على جمعها من مختلف مصادرها وأيضا ضعف إمكانية الاقتراض لديها، إلا أن عدم كفاية الموارد المالية المحلية لا يعود فقط إلى القيود التي تمارسها السلطة المركزية وإنما يعود كذلك إلى التقسيم الإداري الذي لم يراعي ثنائية حجم البلدية والموارد المتاحة لها عند اعتماده، وأيضاً لعدم السعي الجاد للبلديات لإعادة جمع مداخيل ممتلكاتها الموجودة على إقليمها وتنشيط مشاريع تعود عليها بالفائدة. إن معرفة سبل تنويع الموارد المالية للبلديات يرتبط ارتباطاً وثيقاً بكل ما سبق، إذ يحب أن يقف على تلك النقائص لاقتراح إصلاحات كفيلة بتحسين استقلالية البلديات ودعم دورها التنموي.

|b This research aims to identify the most important reasons for the failure developmental role of municipalities from the point of view of the weakness of local financial resources, and this problem is associated with the absence of the real financial autonomy of municipalities particularly and generally of the local authorities, because of the lack of freedom in the imposition of local taxes and fees, and its inability to collect this taxes from various sources and also the weakness of the possibility of borrowing has, however, insufficient local financial resources not only due to the constraints exercised by the central authority, but also due to the administrative division, which did not take into account bilateral municipal size and the resources available to them at the adoption, and also for not striving for municipalities to re-collect income property located on its territory and the revitalization projects that benefit them. Knowing the ways to diversify the financial resources of the municipalities is closely linked with all of the above, as it likes to stand on those deficiencies to propose reforms that improve the independence of municipalities and support developmental role.
