المستخلص: El Foudil El Ouartilani (1900 – 1959) est considéré comme une personnalité algérienne singulière au niveau national et dans le monde grâce à son parcours chargé d’activité scientifique et militante. Il est l’un des membres de l’association des oulémas algériens.
Il a été envoyé par cette organisation en France pour enseigner la langue arabe à la communauté algérienne expatriée dans ce pays. Dans ce sens, El Ouartilani à fondé plusieurs centres scientifiques. En outre, le cheikh a visité plusieurs pays comme l’Egypte et le Yémen. Il a laissé plusieurs articles.

Fudail Al-Wartalani (1900-1959) is one of the most distinguished Algerian figures nationally, and internationally, through the fingerprints, he left on the scene of events. He is one of the most important figures of the Association of Algerian Muslim Scholars and its teachers. He was alongside the leader of Algerian Nahda Sheikh Abdelhamid Ibn Badis. He was tasked to travel to France for the Algerian community. He set up several associations in Paris for Arabic and Islamic religious teaching. He also traveled between several countries, including Egypt and Yemen, where he was accused of sparking the coup in the latter. He left several literary, intellectual and political articles, appeals, press interviews, and open speeches.

يعتبر الفضيل الورتلاني (1900-1959) من الشخصيات الجزائرية الفذة وطنياً وعالمياً وذلك من خلال البصمات التي تركها على مسرح الأحداث، فهو من أهم شخصيات جمعية العلماء المسلمين الجزائريين ومدرسيها فقد كان جنبا إلى جنب مع رائد النهضة الجزائرية الشيخ عبد الحميد ابن باديس، وقد كلّف بمهمة السفر إلى فرنسا من أجل الجالية الجزائرية فأنشأ عديد النوادي في باريس لتعليم اللغة العربية والدين الإسلامي، كما تنقل بين عدة أقطار من العالم، ومن ذلك مصر واليمن حيث اتهم بإشعال شرارة الانقلاب في هذا الأخير، وترك عدة مقالات أدبية وفكرية وسياسية، نداءات، لقاءات صحفية، وخطابات مفتوحة.
