المستخلص: أصبحت نظم وتكنولوجيا المعلومات جزء لا يتجزأ من العمل الإداري وهذا يعود إلى زيادة الحجم الهائل للبيانات والمعلومات التي على أساسها يتم اتخاذ القرارات التي يمكن أن تكون مصيرية في حياة المنظمة، إلا أن مسألة الكفاءة (Efficiency) والفعالية (TEMPEffectiveness) في استخدامها لا تزال قيد النقاش، ففهم الفعالية والكفاءة في استخدام نظم وتكنولوجيا المعلومات يمكننا من فهم الدور الذي تلعبه هذه الأخيرة في صناعة القرار في المنظمات التي لم تعد تكتفي بالكفاءة في استخدام هذه النظم والتكنولوجيات لأن تقليل التكاليف عبر استخدام تطبيقات محددة لنظم وتكنولوجيا المعلومات القابلة للنسخ والتقليد مع مرور الوقت قد يفقدها الفرص المتاحة وحتى ميزتها التنافسية، بينما ترى في سعيها لتحقيق الفعالية في استخدام نظم وتكنولوجيا المعلومات يجبرها على مواكبة دينامكيتها وموائمتها مع أنشطتها وهيكلها التنظيمي لتمكن صانع القرار من أن يكون فعالا في مواجهة بيئة تضيق فيها الفرص المتاحة. لذا سيتم من خلال هذه الدراسة التطرق لمسألة نظم وتكنولوجيا المعلومات بين الكفاءة والفعالية في صناعة القرار من خلال دراسة حالة نفطال CBR بباتنة.

La prise de décision suppose la mise en place d'un système d'information fiable. Dans un environnement instable, ce système d'information constitue une aide à la décision pour les dirigeants .La qualité du SI participe à la qualité de la prise de décision et ainsi à la performance de l'organisation .Pour accomplir ce rôle on doit parler de deux notions importantes: l’efficacité et l’efficience .Généralement, l’efficacité signifie faire un bon usage des choses, alors que l’efficience signifie faire les bon choses, mais dans le domaine d’utilisation des systèmes d’information, l’efficacité est liée à des aspects internes de l’activité du système d’information, alors que l’efficience est liée aux impacts possibles sur ses opérations et sa structure. On a essayer dans cette étude de répondre a la problématique de les systèmes de l'information entre efficacité et efficience dans la prise de décision.

Information systems and technology have become an integral part of administrative work, and this is due to the increasing volume of data and information based on which decisions are made that can be decisive in the life of the organization, however, the issue of efficiency and effectiveness in its use is still under discussion. Understanding the effectiveness and efficiency of the use of information systems and technologies enables us to understand the role the latter plays in decision-making in organisations that are no longer satisfied with the efficient use of these systems and technologies because reducing costs by using specific applications of copyable information systems and technology over time may lose opportunities and even competitive advantage while seeking to achieve effective use of information systems and technology forces them to keep pace with their dynamism and adapt them to their activities and organisational structure so that decision-makers can be effective in the face of an environment where opportunities are limited. Therefore, this study will address the issue of information systems and technology between efficiency and effectiveness in decision making through the study of the case of CBR in Batna.
