|d Les assemblées populaire communales sont considérées comme étant un espace modèle de l’exercice de la démocratie locale, ce qui donne à la gestion collective de ces unités une importance capitale. Ceci ne peut se faire qu’après avoir concrétiser la démocratie socialiste. Le Code de la Commune dispose d’un certain nombre de garanties, afin de faire participer le citoyen dans la gestion des affaires locales. Or, ces mécanismes adoptés par le législateur restent insuffisants pour matérialiser la gestion de proximité de manière effective et directe .

|a تعتبر المجالس الشعبية البلدية الفضاء النموذجي لممارسة الديمقراطية المحلية، ما يجعل من التسيير الجماعي لهذه الوحدات ذو أهمية قصوى، ولن يتأتى ذلك إلا من خلال تفعيل الديمقراطية التشاركية، وقد نص قانون البلدية على جملة من الضمانات بهدف إشراك المواطن في تسيير الشأن المحلي، إلا أن هذه الآليات التي تبناها المشرع لا زالت غير كافية لتكريس التسيير الجواري بشكل فعلي ومباشر.
