المستخلص: Search goal to - Identify the level of planning. organization. direction and control in the performance of local government from the point of view of sports federations in the province of Kirkuk. The researchers used the descriptive method in the survey. The sample of the main application sample (39) was one of the heads and members of the sports federations in the province of Kirkuk. In order to achieve the goal of the research. the researchers used the questionnaire of evaluating the performance of the local government prepared by (AL-Shehab. 2017) (48) items were divided into (4) areas (planning. organization. guidance. control). The data were statistically processed using percentage. mean. standard deviation. alpha coefficient equation and Pearson correlation coefficient. The researchers concluded the following: The weakness of the level of implementation of elements of the administrative process in the sports sector in the local government from the point of view of the sports federations in the province of Kirkuk.- There are positive and negative indicators in the level of implementation of the contents of the elements of the administrative process in the local government in the province of Kirkuk from the point of view of sports federations were:1. Optimal use of the powers available to the local government to serve the sports sector. The responsible person has the ability to present the opinion and communicate the information. with the ability of the government apparatus to review and audit.2. Lack of respect for the plans and the lack of clarity of the objectives of the local government with regard to the sports sector.3. The local government does not provide the sports sector with the necessary needs to sustain its work and the lack of clarity of communication lines between the local government and sports federations 4. Supervising the activities established in the governorate in a way that is not commensurate with the nature of the work of the local government. including the legislation. supervision and supervision of the state sectors in the governorate.

هدف البحث إلى التعرف على مستوى التخطيط والتنظيم والتوجيه والرقابة في أداء الحكومة المحلية من وجهة نظر الاتحادات الرياضية في محافظة كركوك. وقد استخدم الباحثان المنهج الوصفي بالأسلوب المسحي، وكان عدد أفراد عينة التطبيق الرئيسية (٣٩) فردا من رؤساء وأعضاء الاتحادات الرياضية في محافظة كركوك، ولتحقيق هدف البحث استخدم الباحثان استبيان تقييم أداء الحكومة المحلية المعد من قبل (الشهاب ٢٠١٧)، حيث تكون استبيان الثقافة التنظيمية من (٤٨) فقرة موزعة على (٤) مجالات هي (التخطيط، التنظيم، التوجيه، الرقابة)، وتم معالجة البيانات إحصائيا باستخدام النسبة المئوية والوسط الحسابي والانحراف المعياري ومعادلة معامل ألفا ومعامل الارتباط بيرسون. واستنتج الباحثون ما يأتي: ضعف مستوى تطبيق عناصر العملية الإدارية في قطاع الرياضة عند الحكومة المحلية من وجهة نظر الاتحادات الرياضة في محافظة كركوك، وجود مؤشرات إيجابية وسلبية في مستوى تطبيق مضامين عناصر العملية الإدارية لدى الحكومة المحلية في محافظة كركوك من وجهة نظر الاتحادات الرياضة وكانت: الاستغلال الأمثل للصلاحيات المتوفرة للحكومة المحلية لخدمة القطاع الرياضي ولدى المسؤول القدرة على عرض الراي وتوصيل المعلومات، مع قدرة الجهاز الحكومي على المراجعة والتدقيق. عدم احترام الخطط الموضوعة وعدم وضوح الأهداف لدى الحكومة المحلية فيما يخص القطاع الرياضي. عدم تجهيز الحكومة المحلية القطاع الرياضي بالاحتياجات اللازمة لإدامة عمله وعدم وضوح خطوط الاتصال بين الحكومة المحلية والاتحادات الرياضية الإشراف على النشاطات المقامة في المحافظة بشكل لا يتناسب مع طبيعة عمل الحكومة المحلية والمتضمن التشريع والرقابة والأشراف على قطاعات الدولة في المحافظة.
