|a تهدف هذه الدراسة إلى محاولة التعرض للتحديات التي تواجهها الجامعة الجزائرية، في ظل الانفتاح العلمي الذي تشهده الجامعات العالمية، وما تتطلبه تلك التحديات من الاستثمار في المورد البشري، عن طريق تشجيع الريادة والابتكار في تأطير العلوم داخل المؤسسات العلمية، وما تشهده اقتصاديات المعرفة في تفعيل بذور راس المال البشري، حيث أصبحت ميزة يعتد بها في بعث ديناميكية التأهيل، وما يؤول إليه من توابع ومفرزات على مختلف الجوانب الفكرية والعملية، وهنا يمكن القول أن الريادة باتت مفتاحا لمختلف المؤسسات الجامعية في الجزائر، عبر الدعم والتحفيز لأفاق التسارع والتطوير لبناء المعرفة الشاملة ولمسايرة الانفتاح ومواكبة الرهانات، التي بدأت تفرض نفسها كحلقة أساسية في المنظومة الجامعية، مع الاعتراف بما تواجهه من الإشكالات والاختلالات.

|b This study aims to try to address the challenges and prospects facing the Algerian University in light of the scientific openness witnessed by international universities and what those challenges require on investing in human resource by encouraging leadership and innovation in framing science within educational institutions, in addition to encouraging the knowledge economies that have become a pioneer vision in activating the seeds of human capital, where this effectiveness has become a significant advantage in sending the dynamic rehabilitation and what it revolves from appurtenances and detachments on various intellectual and practical aspects. Here, it can be said that leadership is the key to the various university institutions in Algeria through support and motivation for acceleration and development prospects to build inclusive knowledge and to keep pace with openness and keeping pace with the bets which began to impose itself as a fundamental link in the University system in the rehabilitation of the human resource with the recognition of the imbalances and problematic encountered.
