المستخلص: نشأ منظور حضاري إسلامي في العلاقات الدولية قبل ثلاثين عاما من أحضان كلية الاقتصاد والعلوم السياسية – جامعة القاهرة مشتبكا مع حقل العلاقات الدولية، من داخله واعيا بمنطلقات هذا الأخير ومدارسه وجدالاته. واليوم تطل علينا خريطة لحقل العلاقات الدولية أكثر تعقيدا وتشابكا من تلك التي خبرها منظور حضاري إسلامي في بداياته الأولى؛ فتبرز اليوم إلى جوار النظريات التقليدية الوضعية الغربية المهيمنة حزم من النظريات الغربية ما بعد وضعية، وإلى جوار النظريات الغربية بتنويعاتها اجتهادات نظرية من مراكز حضارية غير غربية في الصين والهند والبرازيل، كما تبرز إلى جوار منظور حضاري إسلامي محاولات للتنظير من مرجعية إسلامية في العلاقات الدولية قدمها مسلمون وغير مسلمين ارتأت أهمية تجاوز الطرح الفقهي الإسلامي التقليدي في العلاقات الدولية إلى الكشف عما يمكن للإسلام أن يقدمه في سياق الواقع الدولي المعاصر.
وعليه، تنشغل هذه الورقة عبر ثلاثة أجزاء متتالية بإشكالية موقع منظور حضاري إسلامي من خريطة جديدة لحقل العلاقات الدولية؛ موقعه من إسهامات نظرية نقدية في الحقل، وموقعه من غيره من الأدبيات التي تقدم إسهاما نظريا غير غربي في العلاقات الدولية، وموقعه من أدبيات اهتمت بالإسهام النظري الإسلامي في العلاقات الدولية؛ ثلاث دوائر جديدة عرفها الحقل في أعوامه العشرين الأخيرة، فما دلالتها بالنسبة لمنظور حضاري إسلامي، وما موقعه منها؟
إن الإجابة على سؤال رئيس، ألا وهو "أين يسكن منظور حضاري إسلامي في العلاقات الدولية بعد أكثر من ثلاثين عاما من تدشينه؟" تسمح بلا شك بتقييم بعض مما قام بإنجازه وكيف تطور، والسؤال عما لا زال بإمكانه أن يقدمه، وعن المطلوب منه أن يقدمه في المرحلة القادمة المحملة بتحديات جديدة وأخرى متجددة.
وتواجه كل مهمة من مهمات التسكين في نطاق أي من هذه المجموعات الثلاث إشكاليات هامة تطرحها الورقة عبر أجزائها الثلاثة بحثا عن إجابة على سؤالها الرئيس.


An Islamic civilizational perspective in international relations arose thirty years ago from the lap of the Faculty of Economics and Political Science — Cairo University, engaged with the field of international relations, internally conscious of the latter's starting points, schools, and agendas. Today we have a more complex and intertwined map of the field of international relations than that experienced by an Islamic civilization perspective in its early beginnings. Today stands out, in the vicinity of traditional theories of positivism, dominant Western bundles of post-positional Western theories, and to Western theories with their variations, theoretical jurisprudence from non-Western civilized centers in China, India, and Brazil. Attempts to look at an Islamic cultural perspective from an Islamic reference in international relations presented by Muslims and non-Muslims have also emerged that it is important to go beyond the traditional Islamic jurisprudence in international relations to reveal what Islam can offer in the context of contemporary international realities.
Thus, this paper discusses through three successive parts the problematic position of an Islamic civilizational perspective from a new map of the field of international relations, its position of critical theoretical contributions to the field, and its position from other literature that makes a non-Western theoretical contribution to international relations, and its position from a literature that has focused on Islamic theoretical contribution to international relations; three new circles the field has known in its last 20 years. What is its significance for an Islamic civilizational perspective, and what is its position?
The answer to a key question, i.e., "Where does an Islamic civilizational perspective live in international relations more than thirty years after its inauguration?" undoubtedly allows an assessment of some of what has been accomplished and how it has evolved, in addition to the question of what it can still do, and what is required of it in the next phase, which is loaded with new and renewed challenges.
Each of the placement tasks within any of these three groups faces important problems posed by the paper in its three parts in order to find an answer to its main question.
