المستخلص: تعد المكتبات الوطنية من أهم أنواع المكتبات الفاعلة في منظومة مصادر المعلومات الحكومية لبرامج وتطبيقات وخدمات الوعي السياسي، فهي بمثابة منارة للفكر والثقافة والوعي والمعرفة وذلك بما تقدمه من معارف وخدمات ووعي معلوماتي للمواطنين في الدولة بمختلف توجهاتهم وفئاتهم. فالمكتبة الوطنية هي شريك أساسي في المجتمع ولها دور حيوي في تقديم المعرفة والمعلومات التي لا يمكن أن يحصل عليها المواطن من مكان أخر أو نوع أخر من أنواع المكتبات، حيث أنها تهدف إلى زيادة وعي المواطنين بالخدمات الإلكترونية الحكومية وكذلك المشروعات القومية للدولة. وترجع أهمية المكتبات الوطنية إلى الدور الذي تقوم به في تعريف المواطنين وزيادة وعيهم بالمعلومات الخاصة بكل ما يتعلق بالإنجازات التي تقوم بها الدولة والمشروعات التنموية وكذلك مساعدة المواطنين من خلال تقديم بعض الخدمات الحكومية الإلكترونية أما يخدم المواطنين ويوفر الجهد والوقت وحقق استفادة كبيرة للمواطنين والدولة على حد سواء. وتهدف هذه الدراسة إلى معرفة دور المكتبة الوطنية في تنمية وعي المواطنين بالخدمات الإلكترونية والمعلومات السياسية والمنظمات القومية الحكومية، بالإضافة إلى رصد المشروعات القومية التي تم تنفيذها، كما هدفت الدراسة إلى تصميم نموذج إلكتروني مقترح يمكن تطبيقه في المكتبة الوطنية لتنمية وعي المواطنين بالمشروعات القومية والخدمات الحكومية الإلكترونية المصرية. علاوة دارسة الوضع الحالي في المكتبات الوطنية التابعة لدار الكتب والوثائق القومية بالقاهرة الكبرى والجيزة من حيث تقديم خدمات معرفية وأنشطة وبرامج لتنمية وعي المواطنين بالمعلومات السياسية والخدمات الحكومية الإلكترونية ومدى تشجيعهم على المشاركة السياسية في الدولة. واستخدمت هذه الدراسة المنهج المسحي في التعرف على الدور الذي تلعبه المكتبات الوطنية في تنمية وعي المواطنين تجاه هذه الخدمات والقوانين والمشروعات القومية التي تقوم بها الدولة، بالإضافة إلى ذلك معرفة مدى توفر الأنشطة والوثائق والأدوات التي تساعد إخصائي المكتبات. وتم جمع البيانات من خلال أداة الاستبيان التي استهدفت إخصائي المكتبات العاملين بالمكتبة الوطنية وفروعها في القاهرة الكبرى والجيزة، كما تم الاعتماد على قائمة المراجعة للحصول على معلومات حول المشروعات الجاري تنفيذها وتلك التي نفذتها الدولة، والخدمات الإلكترونية التي تهم المواطنين من واقع المواقع الإلكترونية لبوابة الحكومة المصرية ومواقع الوزارات المصرية. واستعانت الباحثة بأساليب الإحصائية من خلال استخدام برنامج المعالجة الإحصائية للبيانات SPSS (الحزمة الإحصائية للعلوم الاجتماعية).

National libraries are considered one of the most important types of libraries in the govemmental information sources systems for political awareness programs, applications and services. National libraries like a platform for thoughts, cultures, awareness, and knowledge to constitute citizens‘ knowledge, services, and information awareness in the state regardless of their. Different attitudes and categories. The national library is a main partner in society and it has a vital role in providing knowledge and information that the citizen cannot obtain from another place or another type of library because it aims to increase citizens‘ awareness of e-government senlices as well as national projects of the state. The importance of the national libraries is due to the role it plays in introducing citizens and increasing their awareness of information on everything related to the achievements of the state and development projects as well as helping citizens by providing some e-government services to serve citizens and saves effon and time and achieved great benefit for citizens and the state alike. This study aims to know the role of the national library in developing citizens‘ awareness of electronic services, political information, and national government organizations, in addition to monitoring national projects that have been implemented, and to design a proposed electronic application that can be applied in the national library to develop citizens‘ awareness of national projects and Egyptian e-governmental services. In addition to study the current situation in the national libraries of the Egyptian national library and archives in greater Cairo in terms of providing knowledge sen/ices, activities and programs to develop citizens‘ awareness of political information and e-government services and the extent of their encouragement for political participation in the state. This study used the survey method to identify the role that national libraries play in developing citizens‘ awareness towards national services and laws that, in addition to this, know the availability of activities, documents and tools that help the national libraries librarians and shre it with citizens of different levels and age groups. The data was collected through the questionnaire tool that targeted the librarian working in the Egyptian national library and archives and its branches in greater Cairo, and the checklist to collect information about the projects being implemented and those implemented by the state, and electronic services that citizens are interested in, from the websites of the Egyptian ministries. The researcher used a statistical method using the SPSS program (the statistical package for social sciences).
