المستخلص: يبين الكاتب في العنصر الأول من المقال الخصائص الكبرى للظاهرة البلدية بالبلاد التونسية، مبرزا التأثير الكبير للسلطة المركزية في بعث البلديات وفي تسيير شؤونها المحلية وفي تنميتها. كما يبرز في العنصر الثاني خصوصيات التشبيك البلدي بتونس الكبرى المتميز بعظمة الرأس الديمغرافية والوظيفية للبلدية المركزية (تونس) وبعدم تغطية البلديات لكل تراب إقليم تونس. ويحلل في العنصر الأخير العلاقة بين التقسيم البلدي بتونس الكبرى والتصرف العمراني ورهاناته على مستويات التحكم في المجال الحضري والإقصاء الاجتماعي للأحياء السكنية غير القانونية ومدى نجاعة برامج التهيئة العمرانية. ويدعو الكاتب إلى سياسة التجميع والإدماج البلدي والتعاون بين البلديات وتدعيم سلطات المجالس البلدية في زمن العولمة.

The article first explains the characteristics of the communal phenomenon in Tunisia. It demonstrates the influence of the central government in the creation of municipalities, the management of their local affairs and their development. Then, it presents the specificities of communal expansion in Greater Tunis, which is marked by urban macrocephaly of the main city (Tunis) and the partial coverage of its territory by communal space. Finally, the article analyses the relationship between the communal division and the challenges of urban sprawl control, social exclusion, and urban design. The author is in favour of a policy of communal regrouping, the development of intermunicipal cooperation and the extension of the powers of municipal councils, to better manage the urban area of Greater Tunis, in the context of globalization.

Dans la première partie de cet article, l’auteur tente d’étudier les différentes caractéristiques du phénomène communal en Tunisie. C’est là où Il nous démontre comment le pouvoir central, si dominateur, influe conjointement sur la création des communes, sur la gestion de leurs affaires locales et sur leurs développements. Dans la deuxième il s’attarde sur les spécificités du maillage communal dans le Grand Tunis, lequel maillage est marquée par la macrocéphalie de la commune centrale (Tunis) et par la couverture partielle de son territoire par l’espace communal. En dernier lieu, l’auteur analyse la relation entre le découpage communal et les enjeux de la maitrise de l'étalement urbain, l'exclusion sociale et l'aménagement urbain. L’auteur dit enfin combien il est favorable à une politique de regroupement communal qui tienne compte du développement de l’intercommunalité et de l’élargissement des compétences des conseils municipaux pour garantir une meilleure gestion de l’espace urbain du Grand Tunis, d’autant plus que le contexte général dans lequel on s’inscrit et celui de la mondialisation.
