يتميز القرن الحادي والعشرون بتطور سريع لتكنولوجيا المعلومات وبالتالي ازدياد حدة المنافسة مما يحتم على الإدارة أن تعتمد على هذه التقنيات لتحقيق أهدافها وضمان استمرارها مما يستدعي تغير المفاهيم السائدة في العمل، ويتميز انتشار تكنولوجيا المعلومات بالسرعة والشمولية ويعود ذلك لما تمنحه المعلومات من قوة وسلطة لمن يحصل عليها ويسعى مديرو المنظمات للحصول على كل الوسائل التي تسمح لهم بالمزيد من القوة والقدرة على إدارة منظماتهم، وجاءت هذه الدراسة للتعرف على أثر استخدام تكنولوجيا المعلومات على تنمية رأس المال الفكري في المصارف التجارية الليبية ،حيث تمثل مجتمع الدراسة من جميع العاملين بالمصارف التجارية الليبية بجميع المستويات الإدارية والذي بلغ مجموعهم (1987) مفردة، وقد تم اختيار عينة عشوائية بعدد (322) مفردة من العاملين وذلك لأن مجتمع البحث غير متجانس حيث تختلف تخصصاتهم ومؤهلاتهم ودرجاتهم العملية ومستوياتهم الوظيفية ،وقد تم استعادة (220) استمارة بنسبة (68%) واختيار عينة من المدراء مسح شامل بعدد (56) مفردة وقد تم استعادة (44) استمارة بنسبة (79%) من الاستمارات الموزعة. وقد كانت أهم نتائج الدراسة أن تكنولوجيا المعلومات لها تأثير طردي على تنمية رأس المال الفكري في المصارف التجارية الليبية من وجهة نظر المديرين والعاملين، وأنه لا يوجد اختلاف ما بين آراء المديرين والعاملين فيما يخص أثر استخدام تكنولوجيا المعلومات في تنمية رأس المال الفكري بالمصارف الليبية. وقد خلصت الدراسة على ضرورة أن تقوم الإدارة العليا بزيادة الاهتمام والاقتناع والدعم لاستخدام تكنولوجيا المعلومات ، ونشر الوعي بين العاملين بأهمية وفوائد تكنولوجيا المعلومات، وضرورة تدريب العاملين على الحاسبات بشكل دوري لتطوير مهاراتهم المتعلقة بالمستجدات الأمنية، وأن تهتم المصارف الليبية بتجارب الدول المتقدمة في مجال تنمية وتأهيل مهارات العاملين ، وأن تعمل المصارف على بناء الولاء لدي العميل ، وضرورة أن يحصل العاملون بالمصارف على مكافآت وجوائز البراءات بحيث يمكن من خلاله المساهمة في تنمية رأس المال الفكري.
The twenty first century is characterized by the rapid development of information technology and thus the intensification of competition ,which necessitates the administration to adopt these technologies to achieve its objectives and ensure continuity, which requires changing the prevailing concepts in the work, the spread of information technology is characterized by speed and comprehensiveness this is because information gives the power and authority to those who receive it, the managers of the organization seek all the means that allow them more power and the ability to manage their organizations ,the study was conducted to identify the impact of the use of information technology on the development of intellectual capital in Libyan commercial banks, where the study society represents all employees of the Libyan commercial banks at all levels of management, which amounted to (1987) single. A random sample of (322) individuals was selected because the research community is not homogeneous, with different specialties, qualifications, grades and levels of employment. (220) forms have been recovered by 68%. The selection of a sample of managers was a comprehensive with 79% of the distributed forms. The most important results of the study were that information technology has a direct impact on the development of intellectual capital in Libyan commercial banks from the point of view of managers and employees. there is no difference between the opinions of managers and employees regarding the effect of the use of information technology in the development of intellectual capital in Libyan banks. The study concluded that senior management should increase interest, conviction and support for the use of information technology, and raise awareness among employees of the importance and benefits of information technology .it is necessary to train employees on computers periodically to develop their skills related to security developments. the banks should take care of the experiences of the developed countries in the field of developing and qualifying the skills of the workers. Banks are working to build loyalty to the client. The workers must obtain the rewards and prizes of patents so that they can contribute to the development of intellectual capital.
