يهدف البحث: (شؤون الكويت الاقتصادية والخدمية وشكاوى المواطنين في محاضر المجلس التأسيسي الكويتي 1962-1963)، إلى دراسة أحد الجوانب المهمة والرئيسة في تاريخ الكويت المعاصر، وهو محاولة للكشف عن دور المجلس التأسيسي الكويتي، وإسهامه بتشريع وتعديل وإقرار العديد من القوانين ذات الطابع الاقتصادي والخدمي، التي تتناسب مع وضع الكويت كدولة مستقلة غنية بعائداتها المالية الناتجة عن تصدير النفط الكويتي إلى الخارج. فضلا عن ذلك، فقد تطرق البحث إلى مناقشة أعضاء المجلس التأسيسي الكويتي، للعديد من الشكاوى والعرائض المقدمة إلى المجلس، بوصفه صاحب السلطة التشريعية في البلاد، من مختلف فئات المجتمع الكويتي، بغية إيجاد الحلول المناسبة لقضاياهم، مشيراً إلى أهم القرارات والتوصيات التي اتخذها المجلس التأسيسي الكويتي في هذا الشأن. وقد خلُص البحث، إلى أن عمل المجلس التأسيسي الكويتي خلال تلك المدة، قد مثل تحولا جذريا في تاريخ الكويت المعاصر، بعده أول مؤسسة تشريعية ممثلة للسكان يتم تشكيلها في الكويت بعد الاستقلال، والتي أصبحت سببا في خلق نوع من الوعي لدى معظم سكان الكويت، إذ "أشعرتهم" بوجود كيان نيابي منظم خاص بهم يراقب عمل وزراء السلطة التنفيذية، ويدافع عن حقوقهم من خلال ممارسته لمهام السلطة التشريعية والرقابية، وإزاء ذلك اندفع بعض سكان الكويت ووجهائها، إلى تقديم العرائض والشكاوى التي تتعلق بمشاكلهم، ولاسيما ذات الشأن الاقتصادي والخدمي، التي سبق أن أهمل بعضها وزراء السلطة التنفيذية قبل تشكيل المجلس التأسيسي.. وختاما توصل البحث، إلى أن المجلس التأسيسي الكويتي قد نجح على الرغم من العراقيل والصعوبات التي أوجدها وزراء السلطة التنفيذية المعينين كأعضاء في المجلس التأسيسي، في أداء المهام الموكلة إليه بموجب الدستور الكويتي المؤقت: (القانون رقم 1 لسنة 1962)، وذلك عن طريق تشريع وتعديل وإقرار العديد من القوانين الاقتصادية والخدمية، التي شكلت الأساس لنمو الكويت وتطورها في مرحلة ما بعد الاستقلال عن بريطانيا.
The research (Kuwait economic and service affairs and citizens' complaints in the minutes of the Kuwaiti Constituent Assembly from 1962 – 1963), aims at to studying one of the important aspects and main in the modern history of Kuwait, it is an attempt to uncover the role of the Kuwaiti Constituent Assembly and its contribution to the legislation and modify and approve many of the economic nature of laws the service, which is commensurate with the status of Kuwait as an independent state rich financial Revenues from Kuwait export oil abroad .. The research concluded that the work of the Council of Kuwait constituent during that period, had such a radical shift in the modern history of Kuwait, after the first legislative institution representative of the population to be formed in Kuwait after independence, which became the cause of creating a kind of awareness among most of the population of Kuwait, as they feel the existence of their own orderly parliamentary entity monitors the work of the ministers of the executive branch, and to defend their rights through the exercise of the functions of the legislative and regulatory authority, and about the so rushed some residents of Kuwait and dignitaries, to submit petitions and complaints related to their problems, particularly of an economic and service matter, which has already been neglected by some ministers of the executive branch before the formation of the Constituent Assembly. Finally, the research found that the Council of Kuwait Constituent Assembly has succeeded despite the obstacles and difficulties created by the ministers of the executive branch appointed as members of the Constituent Assembly, in the tasks entrusted to him perform under the Interim Constitution of Kuwait : ( Act No. 1 of 1962 ), through legislation, modification and approval of many of economic and service laws, which formed the basis for the growth and development of Kuwait in the post-independence from Britain.
