يهدف البحث شؤون الكويت التعليمية في محاضر مجلس الأمة الكويتي: (1963- 1967) إلى دراسة دور السلطة التشريعية المتمثلة بمجلس الأمة الكويتي الأول (1963- 1967)، في إرساء سياسة تعليمية في مرحلة تحول الكويت من إمارة إلى دولة بعد حصولها على الاستقلال من بريطانيا وبدء الحياة النيابية الدستورية، والكشف عن مواقف النواب من موضوع التعليم وقضاياه، وبيان مدى اهتمامهم بشؤون القطاع التعليمي من خلال تشريع وسن القوانين التعليمية التي كفلها الدستور الذي بدأ العمل به من تاريخ اجتماع مجلس الأمة الكويتي الأول في التاسع والعشرين من كانون الثاني 1963، ومن ثم، بيان مدى تطبيقها عمليا على ارض الواقع بالتعاون مع السلطة التنفيذية على وفق فلسفة تعليمية خاصة واضحة الأهداف والوسائل. فضلا عن ذلك، يهدف البحث إلى دراسة مدى استجابة الحكومة الكويتية في تطوير قطاع التعليم، لاسيما مع وجود وزراء من السلطة التنفيذية معينين في مجلس الأمة الكويتي بحكم وظائفهم. وبيان مدى تطبيق ما نص عليه الدستور الكويتي بشأن القطاع التعليمي، في مدة زمنية تعد من أهم وأدق الحقب التاريخية التي شهدت بها الكويت تحولات في كافة المجالات.
The research aims at Kuwait’s educational affairs in the minutes of the Kuwaiti National Assembly (1963-1967) to study the role of the legislative authority represented by the first Kuwaiti National Assembly (1963-1967), in establishing an educational policy at the stage of Kuwait’s transformation from an emirate to a state after its independence from Britain and the start of The constitutional parliamentary life, revealing the positions of the representatives on the subject of education and its issues, and showing the extent of their interest in the affairs of the educational sector through legislation and enactment of educational laws guaranteed by the constitution, which came into force from the date of the first meeting of the Kuwaiti National Assembly on the twenty-ninth of January 1963, and then, Explanation of the extent of its practical application on the ground in cooperation with the executive authority in accordance with a special educational philosophy with clear goals and means. In addition, the research aims to study the extent of the response of the Kuwaiti government in developing the education sector, especially with the presence of ministers from the executive authority appointed in the Kuwaiti National Assembly by virtue of their positions. And an indication of the extent to which the Kuwaiti constitution stipulates the educational sector, in a period of time that is considered one of the most important and accurate historical periods in which Kuwait witnessed transformations in all fields.
