|a يهدف البحث إلى وضع تصور مقترح لجامعة رقمية بمصر في ضوء ممارسات بعض الجامعات الرقمية الأجنبية والعربية وذلك من خلال ما يلي: 1- التعرف على الأسس النظرية للتعليم الجامعي الرقمي في العالم المعاصر. 2- الوقوف على واقع الجامعة الرقمية لولاية المكسيك والجامعات الرقمية الواضيعية في فرنسا وجامعة تونس الافتراضية. 3- تحديد أوجه التشابه والاختلاف بين الدول الأجنبية والعربية وتفسيرها في ضوء بعض مفاهيم العلوم الاجتماعية المختلفة. 4- الوقوف على الواقع الراهن لجهود الجامعات المصرية في مجال التحول الرقمي. 5- التوصل إلى تصور مقترح لجامعة رقمية بمصر في ضوء ممارسات بعض الجامعات الرقمية الأجنبية والعربية وبما يتفق مع ظروف المجتمع المصري. واعتمد البحث على المنهج المقارن- باعتباره أنسب المناهج المستخدمة لدراسة التربية بطريقة مقارنة وأكثرها شمولاً للمناهج الفرعية - وذلك من أجل دراسة الجامعة الرقمية في كل من المكسيك وفرنسا وتونس بحيث يمكن الاستفادة منها في وضع التصور المقترح. وأسفر البحث عن عدد من النتائج من أهمها قلة توافر التقنيات الحديثة في الجامعات المصرية، وضعف شبكة الإنترنت في كثير منها، بالإضافة إلي تدني مدى استفادة أعضاء هيئة التدريس من التطورات التكنولوجية والمعلوماتية مما أدى إلى انخفاض مستوى التحول الرقمي في الجامعات المصرية. وتوصل البحث إلى تصور مقترح لجامعة رقمية بمصر في ضوء أدبيات الدراسة النظرية والجامعات الرقمية الأجنبية والعربية وبما يتفق مع ظروف المجتمع المصري، وتكون التصور من: منطلقات، وأهداف، ووصف للتصور، ومتطلبات التنفيذ

|b The aim of the research is to develop a proposed vision for a digital university in Egypt in the light of Practices some foreign and Arab digital universities through the following: 1- Identifying the theoretical foundations of digital university education in the modern world. 2- Recognizing the reality of Universidad Digital del Estado de México, Universités numériques thématiques in France and Virtual University of Tunis. 3- Identifying and interpreting similarities and differences between foreign and Arab countries in the light of some Concepts of social sciences. 4- Recognizing the current reality of the efforts of Egyptian universities in the field of digital transformation. 5- To reach a proposed vision for a digital university in Egypt in the light of Practices some foreign and Arab digital universities in accordance with the conditions of Egyptian society. The research depends on the comparative approach - as the most appropriate and most comprehensive approach to the study of education - in order to study the digital university in Mexico, France and Tunisia so that it could be used to develop the proposed scenario. The research has brought about a number of results, the most important of which is the lack of availability of modern technologies in Egyptian universities, the weakness of the Internet in many of them, and the low utilization of faculty members by technological and information developments. The research has come to a proposed conception of a digital university in Egypt in the light of the literature of theoretical study and foreign and Arab digital universities in accordance with the conditions of Egyptian society, and the perception of: principles, objectives, description of perception and implementation requirements.
