المستخلص: هدف البحث إلى التعريف بمفهوم وأهمية وأهداف تطبيق الممارسات الجيدة، ومدى فاعلية أسلوب المقارنة المعيارية، وضوابطها من خلال القيام ببعض الإجراءات المنهجية بغرض الاستفادة منها في تطبيق الممارسات الجيدة للتحسين والتطوير المستمر وخلق بيئة مؤسسية ثرية بالإبداع والابتكار، وبالتالي تعزيز نظم التميز المؤسسي، وقد استخدم الباحث الأسلوب الوصفي للجانب النظري والتحليلي للجانب التطبيقي للدراسة، بما لا يتعارض مع الثوابت النظرية لتقديم إطار علمي شامل لمفهوم الممارسات الجيدة لتحقيق التميز المؤسسي بوجه عام وفي المجال المؤسسي الأمني على الوجه الخاص. وقد خرج البحث بجملة توصيات ومقترحات منها ضرورة الإدراك والفهم الصحيح بمفهوم الممارسات الجيدة ودورها في تحقيق التميز المؤسسي من خلال عرض مقومات الممارسات الجيدة ومعاييرها، هذا بالإضافة إلى عرض مفهوم ومبادئ المقارنة المعيارية، وتحليل المنهجيات والتطبيقات المرحلية للممارسات الجيدة، وأهمية الاستفادة منها واستراتيجيات التطبيق من خلال العرض والتحليل لبعض نماذج تطبيقات الممارسات الأمنية الجيدة، وسبل الاستفادة منها.

The aim of this research is to define the concept of best practices; their significance; application objectives and to determine the effectiveness and controls of benchmarking method. Effectiveness is gauged through undertaking some methodological procedures to be utilized in the application of best practices for continuous improvement and for creating an innovation- driven institutional environment. The researcher adopted the descriptive method in dealing with the theoretical aspects and the analytical one in handling the practical ones. This is done in a way that does not contradict with the theoretical constants with the aim of providing a comprehensive scientific framework for the concept of best practices, and bringing about institutional excellence in general, and in the field of security in particular. The research came out with numerous recommendations and proposals, including the need to properly understand the concept of best practices as well as the role of such practices in achieving institutional excellence. This is done by means of presenting the fundamental bases and standards of good practices and those of benchmarking. Among the recommendations are also the need to analyze methodologies and phases of best practices application and the need to make use of such practices. The final recommendation is the need for setting out implementation strategies through the presentation and analysis of some examples of best security practices along with ways of putting such strategies in place.
