المستخلص: هدفت الدراسة معرفة واقع التميز في أداء مدارس التعليم العام بمنطقة الرياض للمرحلة الثانوية للبنين في ضوء معايير جائزة الملك عبد العزيز للجودة من وجهة نظر قادة المدارس، والتعرف على الصعوبات التي تواجههم في تحقيق التميز، واستخدمت الدراسة المنهج الوصفي المسحي والاستبانة كأداة للدراسة. وتم تطبيقها على مجتمع البحث المكون من (386) قائداً تربوياً، وتوصلت الدراسة أن واقع التميز في أداء مدارس التعليم العام للمرحلة الثانوية بمنطقة الرياض متحقق بدرجة كبيرة، مع وجود صعوبات تعيق عمل إدارة المدرسة منها كثرة الأعباء على قادة المدارس، وارتفاع أسعار الدورات التدريبية في مجالات التميز، حيث أوضح أفراد الدراسة على أن هذه المعوقات متحققة بدرجة عالية جداً، وأيضاً ضعف الدافعية للتقديم على جوائز التميز، وعدم تبني إدارة الجودة وقياس الأداء بالوزارة للتقديم على مثل هذه الجوائز، وأوصت الدراسة بالعمل على توفير الموارد المادية اللازمة لتحقيق التميز المؤسسي، وتبني منظومة التحفيز الملائمة للقادة والعاملين بما يساهم في زيادة دافعيتهم نحو تبني برامج التميز وتطبيقها على أرض الواقع، وضرورة تفعيل إدارة للتميز في إدارات التعليم لتساعد المدارس التي ترغب في التقديم على الجوائز وتسهل لها الإجراءات، وتشرف على الدراسة الذاتية للمدرسة، وتقوم بالزيارة الخارجية لتقييم عمل المدرسة وفق آلية تقنية تسهم في تطوير المدارس.

This study aims at exploring the reality of Excellence in the performance of the schools of general education at Riyadh region. It focuses on male secondary schools in the lights of the criteria of King Abdel Aziz prize for Quality Assurance from the perspective of school masters, It seeks to know the hardships they encounter in their attempt to achieve excellence. The study employed the descriptive surveying method and the questionnaire as a tool. The number of the target sampling population mounted to 386 educational leaders, The study concluded that the reality of excellence as to general education for senior high schools at Riyadh region is fulfilled to a great degree. There are, however, some difficulties that hinder the performance of school management such as the burdens shouldered by the school principals and the high cost of training courses that would accomplish excellence. The surveyees indicated that these obstacles are found in a very high degree. Their input showed also that the motif to sign up for excellence prizes is weak. Similarly the Department of Quality Assurance and Performance Measures at the Ministry pf Education lacks this incentive. The study recommends that affording financial resources to reach institutional excellence is a must. An incentive system should be adapted to fit both the leaders and the employees. Leaders as well as employees should be engaged in a system that would promote their stimulus towards adapting excellence programs and executing them on ground. A section for excellence should be added to every educational administration. This section would help schools sign up for prizes, facilitate the procedures, supervise the school self-study and pay external visits to evaluate the school performance in accordance to a technical mechanism that would contribute to the development of schools.
