المستخلص: لم يكن القرار الأمريكي القاضي بنقل السفارة الأمريكية للقدس عوضا عن تل أبيب قرارا عاديا أو اعتباطيا، أو جاء ضمن وعود انتخابية لغايات شعبوية، بل هو قرار مدور أخذ الصيغة التأجيلية نحو عقدين ونصف، فقد أقره الكونغرس الأمريكي في العام 1995، ولم يجد في حينها صيغة وآلية للنفاذ أو رغبة أمريكية جادة لتغيير الأمر الواقع كما حدث في عهد الرئيس الأمريكي الجمهوري ترامب، الذي حدد مدة زمنية للإجراءات والترتيبات اللازمة لذلك، تمهيدا لإقرار عاصمة أبدية وغير مقسمة لإسرائيل كما تم وفقا للإطار الزماني والمكاني المحددين في أجندة التغيير السياسي والطرح الخاص بالقضية الفلسطينية والتي جاءت بمثابة الصفعة السياسية الأولى للمنطقة للقبول التدريجي بمضامين صفقة القرن وصيغة السلام الأمريكي، والاستجابة الكاملة لإرادة اللوبيات وقوى الضغط السياسي داخل المجتمع الأمريكي. في هذه الدراسة تم تسليط الضوء على العوامل المؤثرة في عملية صناعة السياسة الأمريكية إزاء القضية الفلسطينية عموما والقدس على وجه التحديد، فعادة ما يتم الحديث عن وجود نوع من التقارب الديني والثقافي بين كل من الولايات المتحدة الأمريكية وإسرائيل، وبأن إسرائيل تشكل حليفا استراتيجيا للولايات المتحدة الأمريكية في منطقة الشرق الأوسط، إلا أن الواقع يشير إلى التقليل من أهمية ودور هذا العامل والذي لم يكن حاسماً فيما يتعلق بالسياسات الأمريكية إزاء القدس وإسرائيل، وبأن هناك العديد ممن يشككون بالأهمية الاستراتيجية والحيوية لإسرائيل بالنسبة للولايات المتحدة الأمريكية. وقد خلصت هذه الدراسة إلى أن إن أبرز العوامل وأكثرها تأثيرا في قوة الدعم الأمريكي للسياسات والمواقف الإسرائيلية في قضايا مثل قضية القدس، إنما هي عوامل أمريكية داخلية ترتبط بحالة الاستقطاب الحاصلة في المجتمع الأميركي، تتعلق بالدرجة الأولى بالمجتمع اليهودي الأميركي، وبالدور الذي يلعبه المال السياسي في تحديد الأفق السياسية واشتراطاته على مسيرة أداء مؤسسات الدولة بما يخدم رعاة هذه المال وأهدافهم المصلحية، فضلا عن العمل المنظم للوبي الإسرائيلي، الذي لعب دورا أساسيا في تنفيذ قرار عام 1995 والذي عُرف باسم "قانون سفارة القدس".

The decision of the US courts to move the American embassy to Jerusalem as opposed to keeping it in Tel Aviv was not an ordinary or arbitrary decision, nor did it come within electoral promises for popular goals. Rather, it was a rounded decision taken from the postponed draft from two-and-a-half decades ago – it was originally decided by Congress in 1995, but at the time there were not mechanisms to force the draft nor earnest American desires for demanding the location be changed as those that have arisen in the age of the Republican President Trump, who set a length of time for the required procedures and arrangements as a prelude to the adoption of Jerusalem as the permanent, undivided capital of Israel. These procedures and arrangements have also been in accordance with the specified timeframe and place in the agenda of the political change and the unique treatment of the Palestinian case. The content of the “deal of the century” amounted to the first political blow to the region for the gradual acceptance of the Palestinian cause, the drafting of American peace, and the full response for willingness of lobbies and power of the political pressures .within American society In this study, light has been shed on the influential factors in the American political decision-making process regarding both the Palestinian case overall as well as Jerusalem in particular, as usually that which is discussed holds some level of religious and cultural proximity between all of the United States of America and Israel, and that Israel appears to be a strategic ally to the States in the Middle East. However, reality indicates the diminishing importance and role of this factor, which was not crucial in what, relates to the American politics towards Jerusalem and Israel, and that there are many of those who doubt the importance of the strategy and vitality to Israel according to the United States of America. Finally, this study ends by highlighting the main factors and impacts on the power of American support for Israeli politics and situations in cases like the case of Jerusalem. One of the central influences is the domestic factors connected by the polarized condition occurring in American society, which relates primarily to the American Jewish community and the role they play in political finances and determining the political prospect and their requirements on the course of the functioning of the state institutions according to what serves financial sponsors and the interests of their goals. This is in addition to the organized work of the Israeli lobby, which played a fundamental role in implementing the 1995 decision, which is known by the name “The Jerusalem Embassy Act "
