المستخلص: هدفت الدراسة الحالية إلى تحليل فاعلية ريادة الأعمال في تعزيز استراتيجية التنمية المستدامة: رؤية مصر 2030. وعبر المنهج الوصفي التحليلي، بينت الدراسة نظريا أن ريادة الأعمال تعد أحد المداخل الأساسية للتطور الاقتصادي ومواجهة البطالة لدى مختلف المجتمعات، إذ تتصل بالتنمية المستدامة بصورة مباشرة سواء عن طريق تحقيق نفس أهدافها أو بطريقه غير مباشرة بالتأثيره على آليات تحقيق هذه الأهداف. ويساهم نشاط ريادة الأعمال في تحقيق النمو الاقتصادي - الهدف الأول للتنمية المستدامة بالتحفيز على خلق فرص العمل وتحسين المهارات وتشجيع الابتكار - التكنولوجي. بما يُعني أن نشاط ريادة الأعمال محوريا ذات فاعلية في استمرار ديناميكية عملية التنمية المستدامة. وأظهرت الدراسة تطور نشاط ريادة الأعمال في المراحل المبكرة Total early-stage Enterpreneurship Activity في الفترة (2008-2016)، قد بلغ متوسط 9.9 في المائة، بحد أدنى 7 في المائة عام 2010 و 14.3 في المائة عام 2014. ورغم وجود عدد من التوجهات الحكومية لدعم نشاط ريادة الأعمال في مصر أي أنه ثمة مخاوف وتحديات تواجه رواد الأعمال بشكل عام في مقدمتها الأمن المالي، قدرة المشروع على التنفيذ، تكاليف الفرص الضائعة، عدم التحديد الدقيق لماهية رائد الأعمال طبيعة المناخ الاستثماري، عدم توافر البيانات الدقيقة عن رواد الأعمال، تردي نظام التعليم وعدم عنايته بريادة الأعمال، ثقافة العمل الحر... وغيرها. ولتعزيز فاعلية ريادة الأعمال في استراتيجية التنمية المستدامة مصر 2030، لابد من تغيير قواعد اللعبة، بدءا بتغيير النظرة السائدة حول ريادة الأعمال والخوف من الفشل انطلاقا نحو التوجه لإرساء دعائم تهيئة بيئة مناسبة لهذا النوع من النشاطات، تُحفزه من جانب وتضمن استمراريته من جانب آخر. ويمكن بلورة ذلك في عدد من الأطر أهمها الإطار العام المحفز لريادة الأعمال والإطارين التشريعي والمؤسسي والإطار الاجتماعي. إذ يُسند في كل إطار عدد من الأدوار للاعبين رئيسيين في مقدمتهم الحكومة والقطاع الخاص ومؤسسات التمويل وأنظمة التعليم والإعلام..... وغيرها.

The current study aimed to analyze the effectiveness of entrepreneurship in promoting a sustainable development strategy: Egypt's Vision 2030. Through the descriptive analytical approach, the study theoretically demonstrated that entrepreneurship is one of the basic entry points for economic development and facing unemployment among different societies, as it relates to sustainable development directly, whether through Achieving the same goals, or indirectly, by influencing the mechanisms to achieve these goals. Entrepreneurial activity contributes to economic growth - the first goal of sustainable development - by stimulating job creation, improving skills, and encouraging technological innovation. This means that entrepreneurial activity is pivotal and effective in sustaining the dynamic of the sustainable development process. The study showed the development of the entrepreneurial activity in the total early stage of entrepreneurship activity in the period (2008- 2016), it reached an average of 9.9%, with a minimum of 7% in 2010 and 14.3% in 2014. There were a number of trends Government to support the entrepreneurial activity in Egypt, that is, there are fears and challenges facing entrepreneurs in general, primarily financial security, the project’s ability to implement, costs of lost opportunities, lack of precise identification of what the entrepreneur is, the nature of the investment climate, the lack of accurate data on entrepreneurs, deterioration The education system and its lack of attention to entrepreneurship, the culture of self employment ... and others. In order to enhance the effectiveness of entrepreneurship in the sustainable development strategy of Egypt 2030, the rules of the game must be changed, starting with changing the prevailing perception about entrepreneurship and fear of failure, starting with a tendency to lay the foundations for creating an appropriate environment for this type of activities, stimulating it on the one hand and ensuring its continuity on the other hand. This can be elaborated in a number of frameworks, the most important of which are the general framework that stimulates entrepreneurship, the legislative and institutional frameworks, and the social framework. In each framework, a number of roles are assigned to major players, primarily the government, the private sector, financing institutions, education and media systems..... And others.
