تهدف هذه الدراسة لتحديد الحاجات التنموية لاستقلالية الجامعات السعودية لتفعيل رؤية المملكة ٢٠٣٠، والتي تضع في صدارة أولوياتها الارتقاء بالتعليم الجامعي في ظل حقيقة تدني مرتبة الجامعات السعودية بصفة عامة في التصنيفات الدولية المختلقة، حيث جاءت أفضل الجامعات السعودية تقييما حسب مؤشر كيو أس للتعليم العالي (٢٠١٢) جامعة الملك سعود في المرتبة (١٩٧) من ضمن أول (٤٠٠) جامعة عالمية، كما أكدت دراسات متعددة ضعف قدرات خريجي الجامعات السعودية التنافسية واتساع الفجوة بين متطلبات سوق العمل وإمكانات الخريجين مما يعكس ضعف أداء الجامعات السعودية وضرورة تطوير أدائها. وقد أظهرت أبحاث متعددة ضعف الاستقلال الذاتي للجامعات السعودية، سواء من الناحية المادية أو الإدارية أو على صعيد الحرية الأكاديمية، الأمر الذي يمثل عائقا يحول دون تحقيق الآمال المرجوة في تحقيق التطور المنشود في الجامعات السعودية والذي لا يمكن تصور حدوثه إلا بتضافر جهود المخلصين من أهل الخبرة العملية والقدرات الإدارية المتميزة والمعرفة العميقة بمتطلبات النجاح وتوافر الظروف الموضوعية التي تمثل بيئة مشجعة على الأبداع والابتكار. وبناء عليه فقد قامت الباحثة بدراسة مسحية تضمنت عينة من أعضاء هيئات التدريس في خمس جامعات سعودية حكومية وهي: (جامعة أم القرى بمكة المكرمة، جامعة الملك خالد بأبها، جامعة الملك سعود بالرياض، جامعة الملك عبد العزيز بجدة، جامعة الملك فيصل بالأحساء) بهدف الوقوف على متطلبات الاستقلالية العلمية، والمالية، والإدارية لتحديد الحاجات التنموية من وجهة نظر أعضاء هيثة التدريس في الجامعات السعودية، وكذلك تحديد الحاجات التنموية لاستقلاليه الجامعات السعودية مع حصر كافة المعوقات والصعوبات التي تحول دون تحقيق استقلالية الجامعات السعودية العلمية، والمالية، والإدارية. تكونت هذه الدراسة من ثلاثة مباحث: المبحث الأول: مفهوم استقلالية الجامعات ومتطلباتها. المبحث الثاني: عرض نتائج الاستبيانات التي أجريت على العينة البحثية. المبحث الثالث: النتائج والتوصيات.
The objective of this study is to identify an effective strategy for identifying the developmental needs of the independence of Saudi universities in order to activate the vision of the Kingdom of Saudi Arabia 2030, which puts top priorities in the promotion of university education in light of the fact that Saudi universities are generally low in various international classifications, The best universities in Saudi Arabia were ranked by the KSU of Higher Education 2012, King Saud University (197) among the first (400) international universities, and several studies confirmed the weakness of the competencies of Saudi universities graduates and the widening gap between the requirements of the labor market and the potential Which reflects the weak performance of Saudi universities and the need to develop their performance. Research has shown that the autonomy of Saudi universities is weak, whether in terms of material, administrative or academic freedom, which is a barrier to achieving the desired aspirations in achieving the desired development in Saudi universities, which can only be imagined by the concerted efforts of the loyal people Practical experience and excellent management capabilities and deep knowledge of the requirements of success and the availability of objective conditions that represent an environment conducive to creativity and innovation. Accordingly, the researcher conducted a survey that included a sample of faculty members in five Saudi government universities: (Umm Al-Qura University in Makkah, King Khalid University in Abha, King Saud University in Riyadh, King Abdulaziz University in Jeddah, King Faisal University in Al- Ahsa). Delphi method with a sample of Saudi universities’ agents in (educational and academic affairs, graduate studies and scientific research, development and quality, administrative and financial affairs), in order to identify the requirements of scientific, financial and administrative independence to determine the developmental needs from the point of view of faculty members in the universities Recursion, as well as the inventory of all the obstacles and difficulties that prevent the achievement of the independence of Saudi universities, scientific, financial and administrative, in order to reach a strategy to ensure the independence of the Saudi universities to achieve the purpose of this study. This study consists of three aspects: The first topic: - The concept of the independence of universities and their requirements. The second topic: Presentation of the results of the surveys conducted on the research sample. The third topic: results and recommendations.
