Public expenditure on higher education is considered one of significant components of human and physical indicators as an indicator of educational inputs at any country. For the higher education to be effective; its role in upgrading education quality has to be clear in order to keep up with labor market needs, and to decrease unemployment rates between higher education graduates. The study depends on descriptive methodology of the role of Public Expenditure on higher education in raising its quality from the respective of efficiency and sufficiency. The study concluded to reducing expenditure on higher education resulted in insufficient resources available to finance and develop higher education system, in addition to bad allocation and distribution of such resources. Throughout increasing current expenditure than investment expenditure represented in internal insufficiency of governmental expenditure on higher education, added to low external quality represented in increasing graduates of theoretical colleges and reducing students per each faculty member. All that and all that proven through studies was the most important factor in low quality of higher education in Egypt.
