المستخلص: The idea of research will shed light and develop a future vision to address the most important and dangerous global criminal phenomena in the modern era, namely the phenomenon of international cyber terrorism, as it is the sacrifice of the dangers that threaten the entity, security and stability of humanity, due to its various forms and patterns, which do not differentiate me n anything whether green or dry or material or human. Since the growth of electronic terrorist organizations is a threat not only to nations in their present and even to the future of future generations, as terrorism destroys States, their entities and their territorial integrity, squanders resources, disrupts development, destroys heritage, and spreads thought. Obscurantism, instills terror and panic, displaces families, kills families, children, youth and women, instills sadness in them, inherits despair and frustration, spreads intolerance, hatred, violence, murder and bloodshed as an alternative to the values of tolerance, acquaintance and acceptance of the other. The threat of international cyber terrorism is more cruel and harmful than conventional terrorism, due to the widespread destruction and destruction of its destructive and high capabilities to hide within cyberspace by impersonating and pseudonyms or may be imaginative, to commit the most heinous crimes on earth, to disrupt the interests and destruction of States of your own. Her . It has become necessary to confront it by all means and legal methods, which entails solidarity and cooperation at all international, regional or national levels, to eliminate the phenomenon and root it out, and address its various causes to the fullest extent possible, in order to maintain the security and capabilities of states. and people alike . Therefore, he will present in this regard how to address the legal ity of international cyber terrorism, through three investigations, other than the preliminary research that will contain what terrorism is in language and terminology and in English and French, and the first topic carries the international and regional legal confrontation of the B. The second topic contains the Arab and national confrontation of terrorism through the Anti-Terrorism Law No. (94) of 2015, and the third topic presents a vision of a close confrontation with terrorism in the light of the Egyptian confrontation. The research ends with its conclusion and some of the results and recommendations that I think will be necessary and inevitable if it is done.

ستتناول فكرة البحث تسليط الضوء ووضع رؤية مستقبلية لمعالجة أهم وأخطر الظواهر الإجرامية العالمية في العصر الحديث وهي ظاهرة الإرهاب الإلكتروني الدولي، كونه أضحي من الأخطار التي تهدد كيان وأمن واستقرار البشرية باسرها، نظرا لأشكاله وأنماطه المتعددة، والتي لا تفرق بين أي شيء سواء الأخضر أو اليابس ولا المادي أو البشري. وحيث أن تنامي التنظيمات الإرهابية الإلكترونية بصورة كبيرة وانتشار أفكارها الهدامة، خطر لا يهدد الأمم في حاضرها وإنما يهدد مستقبل أجيالها القادمة، فالإرهاب هو الذي يدمر الدول وكياناتها ووحدتها الترابية، ويبدد الموارد، ويعطل التنمية، ويدمر التراث، وينشر الفكر الظلامي، ويبث الرعب والفزع، ويشرد الأسر، ويقتل عوائلها وأطفالها وشبابها ونسائها ويغرس الحزن في نفوسها، ويورثها اليأس والإحباط، وينشر التعصب والكراهية والعنف والقتل وسفك الدماء بديلا عن قيم التسامح والتعارف وقبول الآخر. وإن خطر الإرهاب الإلكتروني الدولي؛ أشد قسوة وضروة من الإرهاب التقليدي، نظر لاتساع دائرة تدميره وتخريبه وقدراته العالية علي التخفي داخل الفضاء الإلكتروني بانتحال صفات وأسماء مستعارة أو قد تكون من الخيال، لارتكاب أبشع الجرائم علي وجه الأرض، وتعطل مصالح وتدمر دول بأكملها . فبات من الضروريات الحتمية التصدي له بكافة السبل والطرق القانونية، مما يستتبعه التكاتف والتعاون علي كافة المستويات الدولية أو الإقليمية أو الوطنية، للقضاء علي الظاهرة واجتثاثها من جذورها، ومعالجه أسبابها المتنوعة لأقصي حد ممكن، من أجل الحفاظ علي أمن ومقدرات الدول والشعوب على حد سواء. ولذلك سيطرح في هذا المقام كيفية المواجهة القانونية للإرهاب الإلكتروني الدولي، من خلال ثلاث مباحث؛ بخلاف المبحث التمهيدي الذي سيحتوي علي ماهية الإرهاب لغة واصطلاحا وفي اللغتين الإنجليزية والفرنسية، ويحمل المبحث الأول المواجهه القانونية الدولية والإقليمية للإرهاب، ويحتوي المبحث الثاني المواجهة العربية والوطنية للإرهاب من خلال قانون مكافحة الإرهاب رقم (٩٤) لسنة ٢٠١٥، ويعرض في المبحث الثالث رؤية مستقبيلة لمواجهة الإرهاب في ضوء المواجهة المصرية وينتهي البحث بخاتمه وبعض النتائج والتوصيات التي أظنها ستكون ضرورية وحتمية إن فوعلت.
