المستخلص: The idea of the study deals with highlighting and developing a future vision to address and combat the most important and dangerous global criminal phenomena in the modern era, namely the phenomenon of international terrorism, as it is the sacrifice of the dangers that threaten the entity, security and stability of humanity, due to its various forms and patterns, which do not differentiate between anything, whether green, dry, physical or human. Terrorism is certainly the most urgent global challenge facing the human right to exercise normal daily life, because the terrorist does not comply with any obligations to human rights, whether legitimate or legislative. The united nations is the only country that has been able to provide the necessary resources for the development of its territory. It spreads obscurantist thought, spreads terror and panic, displaces families, kills families, children, young people and women, instills sadness in them, inherits despair and frustration, and spreads intolerance, hatred, violence, murder and bloodshed as an alternative to the values of tolerance, acquaintance and acceptance of the other . The threat of international terrorism, more severe and harmful than various criminal offences, is due to the vastness of its destructiveness, destruction and its high capabilities to conceal within cyberspace by impersonating and pseudonyms or may be imaginative, to commit the most heinous crimes on earth, to disrupt the interests and destruction of entire States. It is imperative to confront it by all legal means and means, which entails solidarity and cooperation at all international, regional or national levels, to eliminate the phenomenon and eradicate it from its roots, and to address its diverse causes to the fullest extent possible, in order to maintain the security and capabilities of states and peoples alike. The refore, the study will present how international cooperation in the fight against terrorism, through three investigations, other than the preliminary study containing what terrorism is in language, terminology and in English and French. The first discusses the importance of international security cooperation in the fight against terrorism. The research ends with its conclusion and some of the results and recommendations that I think will be necessary and inevitable if it is done.

تتناول فكرة الدراسة تسليط الضوء ووضع رؤية مستقبلية لمعالجة ومكافحة أهم وأخطر الظواهر الإجرامية العالمية في العصر الحديث وهي ظاهرة الإرهاب الدولي، كونه أضحي من الأخطار التي تهدد كيان وأمن واستقرار البشرية بآسرها، نظرا لأشكاله وأنماطه المتعددة، والتي لا تفرق بين أي شيء سواء الأخضر أو اليابس ولا المادي أو البشري. ومن المؤكد أن الإرهاب أكثر التحديات العالمية العاجلة التي تواجه حق الإنسان في ممارسة حياتة اليومية بصورة طبيعية، وذلك لعدم أمتثال الشخص الإرهابي لأي إلتزامات تجاه حقوق الإنسان، سواء شرعية أو تشريعية. وحيث أن تنامي التنظيمات الإرهابية الدولية بصورة كبيرة وانتشار أفكارها الهدامة، خطر لا يهدد الأمم في حاضرها وإنما يهدد مستقبل أجيالها القادمة، فالإرهاب هو الذي يدمر الدول وكياناتها ووحدتها الترابية، ويبدد الموارد، ويعطل التنمية، ويدمر التراث، وينشر الفكر الظلامي، ويبث الرعب والفزع، ويشرد الأسر، ويقتل عوائلها وأطفالها وشبابها ونسائها ويغرس الحزن في نفوسها، ويورثها اليأس والإحباط، وينشر التعصب والكراهية والعنف والقتل وسفك الدماء بديلا عن قيم التسامح والتعارف وقبول الآخر. وإن خطر الإرهاب الدولي؛ أشد قسوة وضروة من الجرائم الجنائية المختلفة، نظر لاتساع دائرة تدميرة وتخريبه وقدراته العالية على التخفي داخل الفضاء الإلكتروني بانتحال صفات وأسماء مستعارة أو قد تكون من الخيال، لارتكاب أبشع الجرائم على وجه الأرض، وتعطل مصالح وتدمر دول بأكملها. فبات من الضروريات الحتمية التصدي له بكافة السبل والطرق القانونية، مما يستتبعه التكاتف والتعاون على كافة المستويات الدولية أو الإقليمية أو الوطنية، للقضاء على الظاهرة واجتثاثها من جذورها، ومعالجه أسبابها المتنوعة لأقصي حد ممكن، من أجل الحفاظ علي أمن ومقدرات الدول والشعوب على حد سواء. ولذلك سيطرح في هذا الدراسة كيفية التعاون الدولي من أجل التصدي للإرهاب، من خلال ثلاث مباحث؛ بخلاف المبحث التمهيدي الذي يحتوي علي ماهية الإرهاب لغة واصطلاحا وفي اللغتين الإنجليزية والفرنسية، ويشمل المبحث الأول أهمية التعاون الدولي الأمني في مكافحة الإرهاب، ويحتوي المبحث الثاني علي دور ووسائل التعاون الدولي الأمني في مكافحة الإرهاب، ويعرض في المبحث الثالث الرؤية المستقبيلة لمواجهة الإرهاب. وينتهي البحث بخاتمه وبعض النتائج والتوصيات التي أظنها ستكون ضرورية وحتمية إن فوعلت.
