تتناول هذه الدراسة المعوقات العامة لتطبيق إجراءات السلامة في المنشآت المختلفة بالمملكة العربية السعودية. وتستمد الدراسة أهميتها من الاهتمام المتزايد بتطبيق إجراءات السلامة الوقائية، وتذليل المعوقات التي تحد من تطبيقها في المنشآت المختلفة، وتقديم الحلول العملية الممكنة لتحسين مستوى تطبيقها، حيث إن هذا يٌعد مطلبا أساسيا لجميع المنشآت العامة والخاصة لتحقيق الأهداف المنشودة. وتبلورت مشكلة الدراسة في التساؤل الرئيس له وهو: "ما المعوقات العامة لتطبيق إجراءات السلامة في المنشآت المختلفة بالمملكة العربية السعودية؟». وهدفت الدراسة إلى التعرف إلى أهم إجراءات السلامة في المنشآت العامة والخاصة، وأبرز المعوقات التي تحد من تطبيق إجراءات السلامة فيها، وأهم المقترحات التي تذلل المعوقات التي تحد من تطبيق إجراءات السلامة في المنشآت العامة والخاصة فيها. واستخدم الباحث المنهج الوصفي التحليلي من خلال منهج تحليل المضمون أو المحتوى. وقام باستقراء وتحليل عشرة بحوث ذات صلة بالموضوع محل البحث، وتوصل إلى بعض النتائج المبنية على الاستقراء الفاحص والتحليل الدقيق. ومن أهم النتائج التي توصلت إليها الدراسي: جاءت إجراءات السلامة في المنشآت العامة والخاصة بدرجة (عالية)؛ وأهمها "يتم إيضاح طرق الإخلاء للنزلاء في الفنادق والشقق المفروشة والاستراحات من قبل العاملين". وكذلك جاءت المعوقات التي تحد من تطبيق إجراءات السلامة في المنشآت العامة والخاصة بدرجة (عالية)؛ وأبرزها "عدم التقيد بالملابس الوقائية الخاصة بمتطلبات السلامة". وجاءت أيضا المقترحات التي تذلل المعوقات التي تحد من تطبيق إجراءات السلامة في المنشآت العامة والخاصة بدرجة (عالية)؛ وأهمها "إعداد خطط مختلفة للطوارئ تتناسب مع تفعيل إجراءات السلامة». وقدم الباحث مجموعة من التوصيات، أبرزها ضرورة تطبيق إجراءات السلامة في المنشآت المختلفة بكل دقة مع توحيد تلك الإجراءات ومتطلباتها فيها وتشمل المعدات والتجهيزات والتعاملات الإدارية ومراعاة العوامل المختلفة، مع حث المسؤولين على الدعم الكامل لتفعيل إجراءات السلامة بها، ومتابعة هذا الأمر.
This study examines general impediments to the implementation of safety procedures in various institutions in KSA. The importance of this research is derived from the increased attention to protective safety procedures, surmounting the constraints to the implementation of such procedures in different institutions, offering viable practical solutions to improve the level of their implementation. Implementation of safety procedures is deemed an essential perquisite for all private and public institutions to achieve the desired objectives. The research problem lies in the following main question: What are the general impediments to the implementation of safety procedures in various institutions in KSA? This research aims to identify the most important safety procedures in public and private institutions, the most significant impediments to the implementation of safety procedures in such institutions, and the most important suggestions to surmount the obstacles to the implementation of safety procedures in public and private institutions. The researcher used the descriptive analytical approach through analyzing the substance and content. In addition, the researcher extrapolated and analyzed ten related researches and realized certain results based on extrapolation and detailed analysis. The research concluded a combination of important results, including: safety procedures in public and private institutions was at (high) degree, most importantly, «staff of hotels, furnished apartments and restrooms clarifies evacuation routes to the residents». In addition, the impediments to the implementation of safety procedures in public and private institutions were at (high) degree, most importantly, «failure to comply with dressing protective clothes of safety requirements». Furthermore, the suggestions on surmounting the obstacles of safety procedures implementation in public and private institutions were at (high) degree, most importantly, «development of several emergency plans corresponding with safety procedures activation». The researcher provided a set of recommendations, most importantly, as follows: The need to implement safety procedures accurately in different institutions, as well as standardization of such procedures and their requirements including equipment, supplies and administrative dealings and considering different factors. Officials should also be urged to provide full support to activate safety procedures in the instructions and pursue this matter.
