المستخلص: المقال هو محاولة لدراسة وتحليل رصد تطور قضية العقار على مجال حضري يعتبر من أهم المجالات الحضرية شبه الصحراوية، حيث المعطي القبلي والسياسي حاضر في معظم عمليات البناء والتنمية الترابيين. يتعلق الأمر بمدينة كلميم التي تعتبر نموذجا حيا للتداول في هذا الإطار، اعتبارا أن تنميتها ظلت مرتبطا بالإشكالية العقارية، وإن تحررت خلال السنوات الأخيرة، نظرا للتحول المجالي الذي بدأ يكتنف المجالات شبه الصحراوية والصحراوية المغربية. لكن كيف تم تدبير هذا التحرر؟ ماذا عن تعامل النخب المحلية في إنتاجه واستثماره في البناء الترابي؟ وما هي التحديات التي تواجه مدينة في ظل تنائية العقار والقبلية؟

The article is an attempt to analyze the evolution of the urban land issue in one of the most important pre-Saharan territories, where the politico-tribal element is very present in the majority of construction and development operations, territorial. This is the city of Guelmim, considered a model case in this sense, since its development process was closely linked to the problem of land even though it has recently undergone a new lease of life; in view of the territorial change that is beginning to characterize the pre-Saharan and Saharan Moroccan territories. In this respect, how has this change been managed in relation to the land issue? What about local elites' reaction to its production and investment in territorial construction? What are the challenges facing the city in a dichotomy: land / tribalism.

L’article est un essai ’analyse de l’évolution de la question du foncier urbain sur l’un des territoires présahariens les plus importants, où l’élément politico-tribal est fort présent dans la majorité des opérations de construction et du développement territoriaux. Il s’agit de la ville de Guelmim, considérée comme un cas-modèle dans ce sens, puisque son processus de développement était étroitement lié à la problématique du foncier même si elle a connu dernièrement un nouveau souffle ; en vue du changement territorial qui commence à caractériser les territoires présahariens et sahariens marocains. A cet égard, comment s’est faite la gestion de ce changement par rapport à la question foncière? Qu’en est-il de la réaction des élites locales quant à sa production et son investissement dans la construction territoriale? Quels sont les défis auxquels la ville est confrontée dans une dichotomie: foncier/ tribalisme.
