المستخلص: تسعى هذه الدراسة إلى محاولة إثبات العلاقة بين التنمية المستدامة لرأس المال الفكري في المنظمات، وزيادة القدرات الإبداعية لموظفي هذه المنظمات، ومعرفة فيما لو كان هناك فروق ذات دلالة إحصائية عند مستوى دلالة (0.05 = ) في القدرات الإبداعية لدى العاملين بالجهاز القومي لتنظيم الاتصالات راجعة لتوافر عناصر التنمية المستدامة لرأس المال الفكري أم لا.
وقد تمثل مجتمع الدراسة في العاملين في الجهاز القومي لتنظيم الاتصالات، حيث تم تصميم استبانة من 40 سؤالاً، وتم توزيعها على عينة عشوائية طبقية يبلغ عددها (118) موظفاً، يمثلون مدراء ورؤساء أقسام ومشرفين وفنيين وعمال بمختلف مواقع وإدارات الجهاز، وصل للباحث فعليا منهم 100 استمارة استبيان فقط من المجموع الكلي (بنسبة 85% تقريباً)، وبالتالي أصبح عدد مفردات العينة 100 مفردة من العاملين في العاملين في الجهاز القومي لتنظيم الاتصالات.
وباستخدام البرامج الإحصائية SPSS والإحصاء الوصفي والنسب المئوية، والمتوسطات الحسابية، والانحرافات المعيارية تم تقييم مستويات تنمية رأس المال الفكري والقدرات الإبداعية في الجهاز القومي لتنظيم الاتصالات.
وقد تم استخدام تحليل الانحدار وإحصائي F وإحصائي T لمعرفة العلاقة بين جودة المناخ المؤسسي والأداء الفعال، كما تم استخدام تحليل التباين الخماسي لمعرفة أثر الخصائص الشخصية والوظيفية في القدرات الإبداعية.
وقد كشفت الدراسة عن أن تقييم العاملين لعناصر متغير تنمية رأس المال الفكري كان إيجابياً، كما أن تقييم العاملين لمحور للقدرات الإبداعية بكافة أبعاده كانت أيضاً إيجابية، وأن هناك علاقة إيجابية ذات دلالة إحصائية عند مستوى الدلالة (0.05 = ) فأقل بين أبعاد تنمية رأس المال الفكري مجتمعة ومنفردة والقدرات الإبداعية.


This study attempts to prove the relationship between the sustainable development of intellectual capital in organizations, increase the creative abilities of the employees of these organizations, and to understand whether there are significant differences at the level of (0.05 =) in the creative capacity of National Telecom Regulatory Authority (NTRA) employees due to the availability of elements of sustainable development of intellectual capital.
The study community was represented by employees of the National Telecom Regulatory Authority (NTRA). A questionnaire consisting of 40 questions was designed and distributed to a random and stratified sample of 118 employees, representing directors, heads of departments, supervisors, technicians, and workers at various locations and departments of the NTRA. The researcher received only 100 of the total questionnaires (approximately 85%) of the total number of questionnaires. Thus the number of sample members became 100 consisting of employees of the National Telecommunications Regulatory Authority.
Using SPSS statistical programs, descriptive statistics, percentages, arithmetic means, and standard deviations, the levels of development of intellectual capital and creative abilities of the National Telecommunication Regulatory Authority were assessed.
Regression analysis, F and T statistical tests have been used to find out the relationship between institutional climate quality and effective performance. The five-way analysis of variance (ANOVA) was also used to find out the impact of personal and functional characteristics on creative abilities.
The study revealed that employees 'assessment of the elements of the intellectual capital development variable was positive, and the staff assessment of the axis of creative abilities in all its dimensions was also positive. There is a statistically significant positive relationship at the level of (0.05 =) and less between the dimensions of intellectual capital development and creative abilities combined and individually.
