يهدف البحث إلى دراسة واقع تطبيق التمكين الإداري بمديريات الشباب والرياضة بمحافظات شمال الصعيد من وجهة نظر الإداريين من خلال (تفويض السلطة، المشاركة في اتخاذ القرار والمعلومات، الإدارة الذاتية، تقدير الإنجاز، تدريب العاملين والدعم التنظيمي، فرق العمل، القدرة على الاختيار). واستخدمت الباحثة المنهج الوصفي (أسلوب الدراسات المسحية)، حيث تمثل مجتمع البحث في الإداريين العاملين بمديريات الشباب والرياضة بمحافظات شمال الصعيد لإدارات (الإدارة العامة للرياضة، إدارة الطلائع، إدارة الشباب) والمتمثلة في (الفيوم، بني سويف، المنيا، أسيوط) والبالغ عددهم (262) فردًا، وقامت الباحثة باختيار عينة عشوائية منهم (25) فردًا كعينة استطلاعية عند تقنيين استمارة الاستبيان، وأيضًا عينة قوامها (140) فردًا كعينة أساسية لتطبيق البحث، بنسبة مئوية بلغت (53%) من مجتمع البحث. ولجمع البيانات الخاصة بالبحث استخدمت الباحثة تحليل الوثائق والسجلات واستبيان واقع تطبيق التمكين الإداري بمديريات الشباب والرياضة بمحافظات شمال الصعيد من وجهة نظر الإداريين من (إعداد الباحثة). وكانت من أهم النتائج هناك ضعف وقصور في واقع تطبيق التمكين الإداري بمديريات الشباب والرياضة بمحافظات شمال الصعيد من وجهة نظر الإداريين، وكانت من أهم التوصيات وضع استراتيجية واضحة ومحددة يمكن إتباعها لتطبيق مفهوم التمكين الإداري يتم تعميمها على كافة المؤسسات الرياضية.
The objective of the study is to study the practical application of administrative empowerment in the youth and sports departments in the governorates of Upper Upper Egypt from the point of view of the administrators through (delegation of authority, participation in decision making and information, self-management, achievement assessment, staff training and organizational support. The researcher used the descriptive approach (the survey method). The research community represented the administrators of youth and sports directorates in the governorates of Upper Upper Egypt for the departments (General Directorate of Sport, Youth Management, Youth Management), Fayoum, Beni Suef, Minya, 262). The researcher selected a random sample of 25 individuals as a survey sample for technicians of the questionnaire, and a sample of 140 persons as a basic sample for the application of the research, with a percentage of 53% of the research community. To collect data on the research, the researcher used the analysis of documents and records and a questionnaire on the reality of the application of administrative empowerment in the directorates of youth and sports in the governorates of Upper Upper Egypt from the point of view of administrators. One of the most important results was the weakness and lack of implementation of the administrative empowerment in the directorates of youth and sports in the governorates of Upper Upper Egypt from the point of view of administrators, and was one of the most important recommendations to develop a clear and specific strategy can be followed to apply the concept of administrative empowerment is circulated to all sports institutions.
