Between discourse and reality, subsidiarity attempts to respond to problems linked essentially to the relationship between the central power and the lower entities. Is the principle of subsidiarity able to end the entanglement of skills? Does it practically respond to the challenges raised by the different political regimes? Can decentralization include this principle without distorting its essence? Debates continue to occur and develop within politicians, theorists and practitioners, on the usefulness and the feasibility of subsidiarity in the relationship between territorial entities and central power. It is a principle implanted in decentralized states following political and institutional requirements and it completes decentralization in a few lines and opposes it in others. But is it really a solution presented following ripe political choices tending to modernize the State and to institute a fundamental reform in the relation between the public powers or a slogan of the political speeches not melted.
Entre discours et réalité, la subsidiarité tente de répondre à des problématiques liées essentiellement à la relation entre le pouvoir central et les entités inférieurs. Est ce que le principe de subsidiarité est en mesure de mettre fin aux enchevêtrements de compétences? Est ce qu’il répond pratiquement aux défis soulevés par les différents régimes politiques? La décentralisation peut-elle inclure ce principe sans dénaturer son essence? Les débats ne cessent de se produire et se développer au sein des politiciens, théoriciens et praticiens, sur l’utilité et la faisabilité de la subsidiarité dans la relation entre les entités territoriales et le pouvoir central. C’est un principe implanté aux Etats décentralisés suite à des exigences politiques et institutionnelles et il complète la décentralisation en quelques lignes et l’opposes-en d’autres. Mais, s’agit-il réellement d’une solution présentée suite à des choix politiques mures tendant à moderniser l’Etat et à instaurer une reforme de fond dans la relation entre les pouvoirs publics ou bien un slogan des discours politiques non fondu.
