المستخلص: تسعى هذه الدراسة العلمية في مرحلة أولى إلى التعرف على المفاهيم والاتجاهات ونماذج حوكمة الجامعات، واستعراض كيفية قياس هذه الحوكمة "المؤشرات والأبعاد"، لننتقل في مرحلة ثانية لتسليط الضوء على الانعكاسات الإيجابية لتطبيق الحوكمة في الجامعات على المجتمعات المدنية من خلال عرض بعض النماذج الدولية والعربية. المرحلة الأخيرة مخصصة لدراسة واقع الحوكمة في الجامعات اللبنانية وما يمكن لتطبيقها أن يحدثه من أثر على صعيد تطبيق معايير ضمان الجودة من جهة وعلى تنمية تلك المؤسسات من جهة أخرى. سنستخدم في هذه الدراسة المنهج الوصفي التحليلي لتحقيق أهداف الدراسة والإجابة عن أسألتها، وبعد إجراء المسح الشامل لمؤسسات التعليم العالي في لبنان، سيتم التركيز على جوانب محددة كبؤرة اهتمام الدراسة وذلك من خلال اختيار كليات تطبيقه وكليات نظرية التي تعتمد بطاقات قياس وتعمل على الربط بين نماذج الحوكمة ومؤشرات الأداء كتطبيق لمعايير ضمان الجودة وأثرها في خدمة المجتمع المدني. وفي هذا الإطار سيتم إجراء مقابلات نوعية (مع مدراء، رؤساء أقسام، خبراء في التقييم...) تم التوصل بنتيجتها إلى الخلاصات النهائية. ويؤمل أن تكون نتائج هذا البحث خارطة طريق توجه مؤسسات التعليم العالي نحو الإسراع بتطبيق مبادئ الحكومة بالتزامن مع تطبيق معايير ضمان الجودة. هذه الخارطة متعددة المحطات يمكن من خلالها لكل مؤسسة أن تحدد موقعها والعمل على الوصول إلى نهاية المسار لتصل في النهاية إلى جودة مخرتها التي تخدم متطلبات المجتمعات المدنية.

This is a scientific study in the first phase to identify concepts and trends and models of university governance and review how to measure this governance indicators and dimensions. A highlight of the positive implications let us move in a second stage to highlight the positive implications of the application of governance in universities to civil societies, through the presentation of some international and Arab models, is done in the second phase of this paper. The final stage is dedicated to the study of the reality of governance in Lebanese universities and their impact on the application of quality assurance standards on one hand, and on the development of these institutions on the other hand. In this study we will use the descriptive and analytical approach to achieve the objectives of the study and answer questions. And, After conducting a comprehensive survey of the institutions of higher education in Lebanon, the focus will be on specific aspects such as the focus of the study, through the selection of applied and theoretical colleges that adopt measurement cards and link between governance models and performance indicators as an application of quality assurance standards and their impact on the service of civil society. To do that, specific interviews will be conducted (with directors, department heads, evaluation experts…) and they will be uses to reach the final conclusion It is hoped that the results of this research will serve as a roadmap to guide higher education institutions to accelerate the application of the principles of government in conjunction with the application of quality assurance standards. This multi-station map will be the tool through which each institution can determine its location and work to reach the end of the path to eventually reach the quality of its service Civil society requirements.
