|f The study examines the implications of filing an appeal petition that fulfills the requirements, i.e. in the consequences it entails once it is filed with the registry of the Council of State. These consequences are divided between those that usually affect the implementation of an appellate judgment. We touched on the basis of the non-suspension rule of this provision, the consequences thereof, and the exceptions contained therein, and those that affect the powers of the Council of State when it considers such an appeal either by the transmitting effect of the appeal, or by addressing the subject matter of the dispute or referring the case to the Court of First Instance, and finally, those relating to the conduct of the litigation before them are such as procedures for investigating them, and the effects that may interfere with its conduct, such as waiving them, stopping and interrupting them, as well as organizing hearing, issuing judgments in them, and reporting them. |d L’étude portant sur les effets de l’augmentation de l’appel d’appel contre les jugements des tribunaux administratifs devant le conseil d’Etat. la répartition de ces effets parmi ceux qui affectant généralement la mise en oeuvre de la peine en appel, on a traité la base de la règle de ne pas arrêter l’exécution du jugement administratif, ses conséquences, et ses exceptions. il a également des effets qui touchent les autorités du conseil d’Etat en examinant soit par l’effet dévolutif de l’appel, soit en aborder le du litige, ou renvoyer l’affaire à juridiction de premier degré. Enfin, celles relatives à le déroulement de l’instance devant le conseil d’Etat par les procédures d’enquête, les symptômes qui entravent sa progression comme la renonciation de litige en appel, arrêter l’action en appel et l’interruption, enfin l’organisation de réunions et de détermination de la peine et les rapports.

|a تبحث الدراسة في الآثار المترتبة عن رفع عريضة الطعن بالاستئناف المستوفية الشروط، أي في النتائج التي تترتب عنها بمجرد إيداعها لدى كتابة ضبط مجلس الدولة، وتتوزع هذه الآثار بين تلك التي تمس عادة تنفيذ الحكم المستأنف، فتطرقنا إلى أساس قاعدة عدم وقف تنفيذ هذا الحكم والنتائج المترتبة عنها والاستثناءات الواردة عليها، وتلك التي تمس سلطات مجلس الدولة عند نظره لهذا الطعن إما عن طريق الأثر الناقل للاستئناف، أو عن طريق التصدي لموضوع النزاع، أو إحالة القضية إلى المحكمة الابتدائية، وأخيرا تلك المتعلقة بسير الخصومة أمامها من إجراءات التحقيق فيها، والعوارض التي قد تعترض سيرها كالتنازل عنها، وقفها، وانقطاعها، وكذا تنظيم الجلسات وإصدار الأحكام فيها وتبليغها.
