وأعددت هذا البحث لمعالجة مشكلة تزايد النفقات العامة، وعدم كفاية الموارد المتاحة لجميع هذه النفقات، فأبرزت ما جاء في فقه الاقتصاد الإسلامي في ترتيب أولويات الإنفاق العام، وذلك من خلال بيان مفهوم الإنفاق العام، وأهدافه، وضوابطه، وخصائصه، ثم بيان تحديد أولويات الإنفاق العام في فقه الاقتصاد الإسلامي وذلك ببيان سلطة تحديد أولويات الإنفاق العام، وضوابط ترتيب أولويات الإنفاق العام، والآثار المترتبة على مخالفة ترتيب أولويات الإنفاق العام، والمفاضلة بين أساليب توفية الحاجات العامة، والمفاضلة بين طرق الإنفاق على المشروعات العامة، ثم بيان الرقابة على مراعاة أولويات الإنفاق العام في فقه الاقتصاد الإسلامي، وذلك ببيان مفهوم الرقابة على التزام أولويات الإنفاق العام وأدلة مشروعيتها، ومعايير الرقابة على أولويات الإنفاق العام، وأقسام الرقابة على أولويات الإنفاق العام وأجهزتها، ثم ذكرت نتائج البحث والتوصيات.

I have prepared this research to address the problem of increasing public expenditures and the insufficient resources available for all such expenditures. I highlighted the jurisprudence of Islamic economics in the prioritization of public spending by describing the concept of public spending, its objectives, and its controls and specifications. I then identified the public spending priorities in the jurisprudence of the Islamic economy by indicating the authority to determine the priorities of public spending, the controls on the prioritization of public spending, the consequences of violating the prioritization of public spending, the comparison between the methods of fulfilling public needs, and the comparison between the methods of spending on public projects. I then explained the control on the observance of public spending priorities in the jurisprudence of the Islamic economy by indicating the concept of control over compliance with public spending priorities and evidence of its legitimacy; the criteria for the control of public expenditure priorities, the kinds of control on public expenditure priorities and their organs, and then mentioned the results of the research and recommendations.
