التعليم الفني الصناعي له دور الكبير في إعداد القوة البشرية المدربة والمؤهلة للتعامل مع التكنولوجيا الحديثة والقادرة على مواجهة التغيرات المتسارعة وانعكاساتها على طبيعة احتياجات سوق العمل من المهن والمهارات المتغيرة لمواجهة طموحات المجتمع في زيادة الإنتاج، والنمو والتطور، وبالرغم من أهمية التعليم الفني الصناعي إلا أنه يواجه العديد من التحديات التي تعوقه عن القيام بالدور المطلوب وتجعله غير قادر على تحقيق الأهداف التي قام من أجلها. لذلك قامت الدولة بإدخال إصلاحـات جذريـة في هـذا القطاع بدأت من خـلال تكامل نظــم التعليـم الفني الصناعي المختلفة بها (نظام الثلاث سنوات ونظام الخمس سنوات) وإطلاق استراتيجية تطوير التعليم الفني 2012-2017. لذلك جاءت هذه الدراسة للكشف عن واقع التعليم الفني الصناعي في مصر، وكذلك أهم المعوقات التي تحول دون تطويره، وما هي المتطلبات اللازمة للتغلب على هذه المعوقات. وعلى ذلك فقد تحددت مشكلة الدراسة في التساؤل الرئيسي التالي: ما المتطلبات التربوية اللازمة لتطوير التعليم الفني الصناعي في مصر؟ ويتفرع من هذا السؤال التساؤلات الفرعية التالية:- 1- ما الواقع الحالي للتعليم الفني الصناعي في مصر؟ 2- ما المعوقات التي تحول دون تطوير التعليم الفني الصناعي في مصر؟ 3- ما المتطلبات اللازمة للتغلب على المعوقات التي تعوق تطوير التعليم الفني الصناعي في مصر؟ منهج الدراسة: استخدمت الدراسة: المنهج الوصفي في الإجابة عن أسئلة الدراسة مع تحليل لواقع التعليم الصناعي بغرض الكشف عن المعوقات التي تحول دون تطوير التعليم الثانوي الفني الصناعي في مصر. وتناولت الدراسة الواقع الحالي للتعليم الفني الصناعي حيث عرضت فلسفة التعليم الفني الصناعي، وأهدافه، والجهات المشرفة عليه في مصر، والهيكل التنظيمي له، وسياسة القبول به كما تناولت الدراسة معوقات تطوير التعليم الفني الصناعي في مصر من حيث ضعف تفعيل دور التوجيه الفني، وعدم استكمال العجز في الهيكل الإداري، وضعف التمويل الحكومي، وضعف فعالية المرصد القومي المصري للتعليم والتدريب والتوظيف، وضعف ثقافة التعليم والتدريب المستمر في المجتمع المصري، وعدم تفعيل دور مجالس الأمناء والآباء والمعلمين، كما عرضت الدراسة إلى المتطلبات اللازمة للتغلب على معوقات تطوير التعليم الفني الصناعي في مصر بالنسبة لضعف تفعيل دور التوجيه الفني، وعدم استكمال العجز في الهيكل الإداري، وضعف التمويل الحكومي، وضعف فعالية المرصد القومي المصري للتعليم والتدريب والتوظيف، وضعف ثقافة التعليم والتدريب المستمر في المجتمع المصري، وعدم تفعيل دور مجالس الأمناء والآباء والمعلمين.
Technical Education have a great role in the preparation of trained and qualified manpower to deal with modern and capable technology to cope with rapid changes and their impact on the nature of the labor market needs of professions and skills, changing to meet the aspirations of the community in increasing production, growth and development, in spite of the importance of technical education industrial but faces many of the challenges that impeded from doing the required role and make it unable to achieve the goals that he created. So the State to radical reforms in this sector began through the integration of different technical education with industrial systems (three-year system and five years) and the launch of the development of technical education strategy 2012-2017. Therefore, this study was to reveal the reality of the industrial technical education in Egypt, as well as the main obstacles to its development, and what are the requirements needed to overcome these obstacles. Consequently, the study has identified a problem in the main question follows: What the educational requirements necessary for the development of industrial technical education in Egypt? The ramifications of this question the following sub-questions: - 1. What current realities of the Industrial Technical Education in Egypt? 2. What are the obstacles that hinder the development of the industrial technical education in Egypt? 3. What is necessary to overcome the obstacles that hinder the development of technical education in Egypt's industrial requirements? Research Methodology: The study used: descriptive approach in answering the questions of the study with an analysis of the reality of industrial education in order to detect obstacles that prevent the development of technical Education in Egypt. The study actually present for Technical Education Industrial where he offered a philosophy of technical education Industrial, and its objectives, and the supervising authority in Egypt, the organizational structure for him, and the policy of accept it as the study dealt with the obstacles the development of technical education Industrial in Egypt in terms of the weakness of activating the role of technical supervision, and failure to complete the deficit in the administrative structure, and the weakness of government funding, and the weakness of the effectiveness of the Egyptian national observatory for education, training and employment, and the weakness of the culture of continuing education and training in the Egyptian society, and not to activate the role of boards of trustees, parents and teachers. the study also offered the necessary to overcome the obstacles to the development of technical education industrial in Egypt for requirements the weakness of activating role of technical supervision, and failure to complete the deficit in the administrative structure, and the weakness of government funding, and the weakness of the effectiveness of the Egyptian national observatory for education, training and employment, and the weakness of the culture of continuing education and training in the Egyptian society, and not to activate the role of boards of trustees, parents and teachers.
