المستخلص: هدفت هذه الدراسة إلى التعرف على واقع تطبيق متطلبات معايير الجودة الشاملة في إدارة التعليم بولاية الخرطوم من وجهة نظر مديري الإدارات التعليمية، وتحديد المعوقات التي تحول دون تطبيقها. وتمثلت أهميتها في أنها محاولة لتوجيه نظر القائمين على إدارة شئون التعليم نحو هذا المدخل الحديث وإمكانية تطبيقه في الإدارات التعليمية المختلفة باعتباره أحد المداخل الحديثة التي جاء بها الفكر الإداري الحديث، وكذلك تكوين اتجاهات إيجابية نحو استخدامات إدارة الجودة الشاملة كمنهاج وأسلوب عمل للإدارات التعليمية. استخدم فيها المنهج الوصفي التحليلي، والاستبانة لجمع البيانات، والتي تم تحليلها باستخدام الحزم الإحصائية للدراسات الاجتماعية SPSS والنسب المئوية والمتوسطات الحسابية والانحرافات المعيارية، وتوصلت الدراسة إلى عدة نتائج منها: 1- أن الإدارات التعليمية بولاية الخرطوم في الوقت الراهن تفتقر إلى برنامج إداري يقوم وفق متطلبات تطبيق معايير الجودة الشاملة. 2- هناك معوقات تعترض تطبيق متطلبات معايير الجودة الشاملة في العمل الإداري أبرزها تعدد أجهزة الرقابة على العملية التعليمية والخلط بين مفاهيم الولاء الشخصي ومفاهيم الولاء المؤسسي. وبناء على النتائج التي تم التوصل إليها خرجت الدراسة ببعض التوصيات والتي منها: ضرورة رفع كفاءة القيادات الإدارية الحالية وتوعية الأفراد بالثقافات الجديدة في مجال تطبيق معايير الجودة الشاملة وذلك للتغلب على الأنظمة التقليدية.

This study aimed at knowing the reality of the application of the total quality standards' requirements in administering the education in Khartoum state according to the point of views of the directors' of the educational administration's directors and stating the obstacles that hinder the application. It is important because it is an attempt to draw the attention of those who are responsible of the educational affairs administration to this new approach and the possibility of its application in the different educational administration- in as much as it is one of the new approaches that has been brought in by the administrative thought- Thus forming positive attitudes toward the usage of the total quality administration as a method and technique for work to the educational administration. The analytical- descriptive method and a questionnaire are used to collect data which have been analyzed by using the statistical packages of social studies (SPSS), the percentages, the arithmetic average and the standard deviation. The study has different results: 1-In the present time the educational administrations in Khartoum state lack an administrative program based on the application of the total quality standards' requirements. 2-There are hindrances that face the application of the total quality standards' requirements- the most prominent one is the diversification of the monitoring bodies upon the educational process and the overlap between the personal loyalty and the institutional loyalty concepts. According to the results, the study suggested some recommendations-the most important one is: The necessity for raising the skills of the current administrative leaders, and making the individuals be aware of the new standards in the field of the total quality standards' application- in order to defeat the classical administrative systems.
