ترسم الورقة صورة لواقع إبداع وابتكار الموارد البشرية في المؤسسات التعليمية العاملة بالولاية الشمالية، وتعدد الخصائص المميزة لها، مستفيدة بالحقائق التي توفرت من حيث الإحصاءات والرؤى والمشكلات المعاشة، وتستخلص منها النتائج والمؤشرات التي يمكن أن تساعد في تشكيل سياسة راشدة يحقق تنفيذها نقلة نوعية في ذلك الواقع تؤدى بدورها إلى تمكين وضع أفضل لتلك الموارد، حيث تتمثل المشكلة التي تعالجها الورقة في ضعف الدور الذي تلعبه تلك المؤسسات في إبداع وابتكار الموارد البشرية التي تنتسب إليها، والمتمثلة في الطلاب والطالبات، وذلك لعدم وجود أو اكتمال هياكل تنظيمية تعنى بالإبداع والابتكار من جهة، وغياب البرامج التي تقوم على رعاية الإبداع والابتكار بتلك المؤسسات، من جهة ثانية. إن إحداث أي قدر من الحراك في هذه المؤسسات لن يكون إلا إذا ارتكز العمل على إيجاد هياكل تنظيمية تعنى بالإبداع والابتكار وتوفير برامج لرعاية المبدعين والموهوبين. اعتمدت الورقة على بيانات كمية ونوعية تم جمعها بواسطة الملاحظة والمقابلة الشخصية والاستبيان، إضافة للمصادر الثانوية، كما تستخدم الورقة المنهج الوصفي التحليلي والتحليل الإحصائي باستخدام التكرارات والنسب وتحليل مربع كأي، وبعد عرض وتحليل ومناقشة نتائج الدراسة واختبار الفرضيات، تم التوصل إلى عدد من النتائج أهما: وضعف الهيكل التنظيمي بإدارة التعليم قبل المدرسي، ووجود هياكل تنقصها الكوادر المتخصصة بإدارة النشاط الطلابي بوزارة التربية والتعليم، ووجود هيكل للمناشط الطلابية بالصندوق القومي لرعاية الطلاب بالولاية الشمالية، إلا عدم تفاعل الطلاب بالمجمعات السكنية مع تلك المناشط هو ما ينقصها. أما من حيث وجود برامج لرعاية الإبداع والابتكار نجد أن الصندوق القومي لرعاية الطلاب بالولاية ومرحلتي الأساس والثانوي بوزارة التربية لديها برامج، إلا أن التعليم قبل المدرسي بالوزارة. لذا فإن الورقة تقترح ضرورة أن تعمل وزارة التربية والتعليم بالولاية الشمالية على توسيع قاعدة التعليم قبل المدرسي والأساس، وتقوية هيكل إدارة التعليم قبل المدرسي، ورفد إدارة النشاط الطلابي بالكوادر المتخصصة. كما يجب على إدارة الصندوق السعي لترغيب الطلاب والطالبات للاشتراك والتفاعل مع المناشط. ووضع برنامج لرعاية المبدعين والموهوبين والمبتكرين. إذ تظل هذه المقترحات قابلة للمزيد من التطوير والاستكمال. تنظيم الورقة: 1-الإطار النظري والدراسات السابقة. 2-واقع الإبداع والابتكار في المؤسسات التعليمية بالولاية الشمالية. 3-عرض وتحليل ومناقشة بيانات الاستبيان. 4-النتائج والتوصيات التي خرجت بها الورقة.
