المستخلص: في ظل التطورات الهائلة وبين ما هو مفروض وما هو مختار فإن الحكومة الإلكترونية تعتبر من بين مفرزات هذه التطورات، حيث أن الدول المتقدمة ذهبت بعيدا في عصرنة وإدخال تكنولوجيا الإعلام والاتصال والرقمنة إلى مختلف المجالات الإدارية، الاقتصادية، الاجتماعية. وحتى الدول النامية ومن بينها الدول العربية في سعي متواصل لمواكبة هذه التطورات وتبني فكرة الحكومة الإلكترونية، ومن بين التجارب الأكثر نجاحا هي تجربة الحكومة الإلكترونية في الإمارات العربية المتحدة حيث احتلت الإمارات المرتبة 7 دوليا من بين 193 حسب مؤشر الخدمات الإلكترونية (تقرير الأمم المتحدة 2012 للحكومات الإلكترونية)، ونظرا للتقارب الفكري والثقافي بين الإمارات والجزائر فمن الممكن الاستفادة من هذه التجربة الناجحة وتبني أهم إيجابياتها لإنجاح مشروع الحكومة الإلكترونية في الجزائر.

Dans le cadre de ces changements et entre impératifs et choix, le gouvernement électronique (e-gouvernement) constitue l’une des retombées de ces évolutions. Les pays avancés ont été loin dans la modernisation et l’introduction des TIC et de la numérisation étendue à tous les secteurs administratifs, économiques et sociaux. Aussi, les pays en voie de développement dont les pays Arabes tentent continuellement de suivre ces évolutions et d’adopter l’idée de « gouvernement électronique ». Parmi les expériences les plus réussies, notons celle des EAU qui ont été classés à la septième position mondiale parmi 193 cas évalués selon l’indice des services électroniques (Rapport de l’ONU 2012 relatif aux gouvernements électroniques). Considérant la pensée et culture qui rapprochent les Emirats Arabes Unis de notre pays, il est possible de profiter de cette expérience et d’adopter ses caractéristiques positives pour faire aboutir le projet de gouvernement électronique en Algérie.

In light of the tremendous developments and between what is imposed and what is chosen, e-government is considered among the products of these developments, as developed countries have gone far in modernizing and introducing information and communication technology and digitization to various administrative, economic, social fields... and even developing countries, including the Arab countries are in a continuous quest to keep pace with these developments and adopt the idea of e-government. Among the most successful experiences is the e-government experience in the United Arab Emirates, where the UAE ranked seven internationally out of 193 according to the e-services index (the United Nations e-government report 2012). Due to the intellectual convergence, it is possible to benefit from this successful experience and adopt its most important advantages for the success of the e-government project in Algeria.
